Մինչ իշխանությունները ցույց էին տալիս, թե ակտիվ քայլեր են ձեռնարկում Հայաստանը զենքի արտադրության երկիր դարձնելու ուղղությամբ և որ ռազմարդյունաբերական համալիրի զարգացման հեռանկարում գործիքներ են մշակվում հայաստանյան արտադրանքը համաշխարհային շուկա հանելու համար՝ մեր ուսումնասիրության տակ հայտնված փաստերը խոսում են բոլորովին հակառակի մասին:
Կառավարությունը դեռ 2019 թվականի փետրվարին մաքսային արտոնություն էր տրամադրել «Արսենալ ԼՏԴ» ՍՊ ընկերությանը ներդրումային ծրագրի շրջանակներում ներմուծվող տեխնոլոգիական սարքավորումների, դրանց բաղկացուցիչ ու համալրող մասերի, հումքի և նյութերի ներմուծման համար, որոնք օգտագործվելու էին զենքի և զինամթերքի արտադրության մեջ։ Արտադրության մասին առ այսօր որևէ խոսք չկա, ավելին, հսկայական արտոնություններ ստացած ընկերությունը որոշ պաշտոնյաների բարձր հովանու ներքո շատ արագ վերածվեց զենք մատակարարող սովորական ընկերության, իսկ զենք մատակարարել եզրույթը այս դեպքում չափազանցություն է, որովհետև մեր տեղեկություններով փոխանցվել են զենք ներկրելու համար հսկայական ֆինանսական միջոցներ, բայց իրականում ոչինչ էլ չի մատակարարվել: Այսպես, 82մմ բեկորային ականներ և ՛՛122մմ ՕՖՍ Դ - 30, 2Ս1՛՛ ձեռք բերելու համար որպես կանխավճար «Արսենալ ԼՏԴ» ՍՊ ընկերությանը տրամադրվել է գործարքի ամբողջ գումարը՝ 840 000 000 դրամ, ինչը աննախադեպ է նմանատիպ գործարքների պարագայում, երբ անգամ մեկ փամփուշտ դեռևս ձեռք չբերված՝ տրամադրվում է ամբողջ գումարը: Սա նմանատիպ միակ գործարքը չէ, այսպես, ամբողջովին տրամադրվել է նաև ձեռքի հակատանկային նռնականետ և 82 մմ գումարտակային ականանետ ձեռք բերելու համար նախատեսված 400 մլն դրամը՝ որպես կանխավճար:
