Национальное собрание Республики Арцах (НКР) 1 марта приняло заявление о правовом статусе территорий Республики Арцах, оказавшихся под контролем Азербайджана.

 

В заявлении говорится: 

 

«Национальное собрание Республики Арцах подтверждает, что 2 сентября 1991 года независимость Нагорного Карабаха была провозглашена на основе законодательства СССР и норм международного права. Республика Арцах в 1992 - 1994 гг. отразила агрессию, развязанную Азербайджаном, сопровождаемую многочисленными нарушениями международного гуманитарного права.

 

Республика Арцах, как сторона конфликта, с целью обеспечения региональной стабильности и мирного урегулирования нагорно-карабахского конфликта, в 1992-2020 гг. участвовала в различных форматах переговоров в рамках Минской группы ОБСЕ.

 

Азербайджан, нарушив обязательства, взятые на себя перед Минской группой ОБСЕ и государствами-сопредседателями отказаться от применения силы и угрозы силой, 27 сентября 2020 года предприняла широкомасштабную военную операцию против Республики Арцах, жертвами которой стали тысячи наших соотечественников, как среди мирного населения, так и из рядов Армии обороны. Преднамеренно были уничтожены гражданские инфраструктуры и культурное наследие Республики Арцах.

 

Принимая за основу вышеуказанные реалии, Национальное собрание Республики Арцах заявляет, что территории Республики Арцах, которые продолжают оставаться под контролем Азербайджана, считаются оккупированными Азербайджаном.

 

Агрессия Азербайджана в отношении Республики Арцах и оккупация указанных территорий не могут иметь какого-либо правового влияния в ходе будущих переговоров в процессе определения статуса и границ Республики Арцах».
