ԱՄՆ ուշագրավ ակնարկը Հայաստանում տեղի ունեցողի մասին
INTERNATIONAL NEWSՄիացյալ Նահանգները կոչ է անում քաղաքական ուժերին իրավիճակը հանգուցալուծել առանց ուժի կիրառման և բռնության, ժողովրդավարական ինստիտուտների միջոցով, երկրի օրենսդրության շրջանակում: Այդ խոսքերը հնչել են Հայաստանում իրավիճակի վերաբերյալ ԱՄՆ պետքարտուղարության ներկայացուցիչ Նեդ Փրայսի կողմից: Նա խոսել է այն մասին, որ բանակը չպետք է միջամտի ներքաղաքական իրողություններին:
Փրայսի արձագանքի ամենից ուշագրավ մասը թերևս այն է, որ ԱՄՆ-ը հայտարարում է Հայաստանի ժողովրդավարությանն ու ինքնիշխանությանը սատարելու մասին: Այդ շեշտադրումը մի կողմից՝ կարող է լինել պարզապես ամերիկյան դիվանագիտական ոճի տարր, մյուս կողմից, սակայն, ստեղծված իրավիճակում ինքնիշխանության հարցը իսկապես կարող է հայտնվել արարողակարգ, թե իրականություն դիլեմայի առաջ, եթե հաշվի առնենք, որ Հայաստանի արմատական ընդդիմության գերակշռող մասը բացահայտորեն խոսում է Ռուսաստանի հետ առավել խորը ինտեգրացիայի և անգամ միասնական միավոր ձևավորելու օրակարգի մասին: Այդպիսի օրակարգով արմատական ընդդիմադիր շարժման պարագայում Հայաստանում կա ոչ միայն իշխանության հարց, այլև ինքնիշխանության:
Այն, որ Հայաստանը նոյեմբերի 9-ից հետո էապես կախված է Ռուսաստանից, և Ռուսաստանն է կատարում անվտանգության ու կայունության երաշխավորի դերը՝ անկասկած է: Ամբողջ հարցն այն է, սակայն, որ հայկական պետականության առաջ դրված է այդ իրավիճակը բալանսավորված փոխելու խնդիր: Դա չի նշանակում Ռուսաստանին հեռացնելու, այլ Ռուսաստանից բացի՝ նաև այլ մեխանիզմներ ներգրավելու և այդպես բազմակողմ միջավայրում նաև Հայաստանի վերականգնման, հայկական անվտանգության համակարգի վերականգնման առավել նպաստավոր հարթություն ձևավորելու խնդիր: Ամբողջ հարցն այն է, սակայն, որ հակառակ կողմից կարող է դրվել այլ խնդիր՝ Հայաստանին թույլ չտալ անվտանգային այլընտրանքային ռեսուրսների ներգրավում թե՛ Հայաստան, թե՛ ռեգիոն, ինչի համար պետք է պարզապես առավել խորը փականի տակ պահել Հայաստանը:
Այդ իմաստով Հայաստանում ներքաղաքական լարումը առաջացնում է ինքնիշխանության հետ կապված ռիսկ, ինչն էլ բարձրաձայնվում է պետքարտուղարության հայտարարության մեջ: Հատկանշական է մի հանգամանք, որ Բայդենի վարչակազմի պաշտոնամուտից հետո Հայաստանը Նահանգներից ստացավ մի քանի ազդակ, որոնք վկայում էին Երևանի հետ առավել աշխույժ գործակցության պատրաստակամության մասին: Ընդ որում, այդ հանգամանքը կարող էր ԱՄՆ-ի համար դառնալ նաև ռեգիոնալ քաղաքականությունն աշխուժացնելու խողովակ՝ վերականգնելով Մինսկի խմբի համանախագահության բալանսը: Դա էապես թուլացնելու է ռուս-թուրքական ձևաչափի կշիռը, և այդ հանգամանքը կարող է շատ բան բացատրել կամ առնվազն մտորել տալ Հայաստանի ներքին կյանքում տեղի ունեցող զարգացումների առնչությամբ:
