Հայաստանում 2020-ի առաջին կիսամյակում պետբյուջեի ծախսերը կազմել են շուրջ 766 մլրդ դրամ, որում կապիտալ ծախսերը՝ 46 մլրդ դրամ: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին ասաց ՀՀ ֆինանսների նախարար Ատոմ Ջանջուղազյանը ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նիստում Հայաստանի Հանրապետության 2020 թվականի պետական բյուջեի կատարման ընթացքի վերաբերյալ տեղեկանքի քննարկմանը:
Նախարարը հիշեցրեց 2020-ի ընթացքում բյուջեի մասին օրենքում կատարված փոփոխությունների մասին, այնուհետև ներկայացրեց ցուցանիշները, որոնք վերաբերում են 2020-ի առաջին կիսամյակին:
«Եթե անդրադառնանք կիսամյակի սկզբնական ծրագրին, 808 մլրդ դրամ է եղել եկամուտների համար, ճշտված ծրագրով այն կազմել է 733 մլրդ դրամ, փաստացի կատարողականը՝ շուրջ 97.7 տոկոս կամ 717 մլրդ դրամ: Ծախսերի համար մենք ունեցել ենք մոտ 766 մլրդ դրամի ցուցանիշ, կամ ճշտված ծրագրի 82.6 տոկոսը, համապատասխանաբար շուրջ 49 մլրդ դրամ է կազմել պակասուրդը»,-ասաց նախարարը:
Ամենամեծ կշիռն ընդհանուր եկամուտների մեջ ունեցել են հարկային եկամուտները: Առաջին կիսամյակի ծրագրով հարկային եկամուտների կշիռը ծրագրված է եղել, որ կկազմի շուրջ 94 տոկոս, սակայն այն կազմել է մոտ 95 տոկոս:
Այսպիսով` կիսամյակի ընթացքում կատարված ծախսերի մակարդակը եղել է շուրջ 766 մլրդ դրամ: «Դրա մեջ համեմատաբար համեստ մաս է ունեցել կապիտալ ծախսերի մասը՝ 46 մլրդ դրամ, մնացածը եղել են ընթացիկ ծախսերը: Մեծ կշիռ է ունեցել կենսաթոշակների և նպաստների մասը, որի համար օգտագործվել է ծախսերից շուրջ 267 մլրդ դրամ: Կշիռով հաջորդ համեմատաբար մեծ մասն ունեցել են դրամաշնորհները, տոկոսավճարները՝ պետական պարտքի սպասարկման համար, ապրանքների և ծառայությունների ձեռքբերումները, ինչպես նաև աշխատավարձերը»,-ասաց Ջանջուղազյանը:
Անդրադառնալով պարտքին՝ նա ասաց. «Մենք ունեցել ենք 7.7 մլրդ դոլար պետական պարտքի մակարդակ՝ արձանագրված կիսամյակի արդյունքներով, որից կառավարության պարտքը եղել է շուրջ 7.24 մլրդ դոլար, իսկ ԿԲ-ինը՝ 475 մլն դոլար: Ընդ որում, կառավարության պարտքի մեջ արտաքին պարտքը կազմել է շուրջ 5.5 մլրդ դոլար»:
