Պարտքն ավելացնելը կարող է երկրի տնտեսությունը տանել վտանգավոր փակուղի

Իշխանությունները, չնայած, շարունակում են պոպուլիստական քայլերով և հայտարարություններով հասարակությանը հանդարտեցնել, թե ամեն ինչ լավ է և երկրի սոցիալ-տնտեսական իրավիճակը շարունակում է կայուն մնալ, բայց մյուս կողմից մասնագետները ահազանգում են բազմաթիվ խնդիրների մասին, որոնք մոտ ապագայում արդեն իսկ տեսանելի կդառնան:
Հարցն առավել սրեց իրավիճակը, երբ հայտնի դարձավ, որ կառավարության կողմից 750 միլիոն դոլարի պարտատոմսեր՝ եվրոբոնդեր թողարկելու որոշում է կայացրել: Ու թեև դա իշխանական օղակների կողմից որպես հաջողված գործարք որակվեց, իշխող խմբակցության պատգամավոր Բաբկեն Թունյանն էլ շտապեց տեղեկացնել, որ եթե պարտք չվերցներ կառավարությունը, ապա թոշակներ ու աշխատավարձեր չէր կարողանալու վճարել, ինչը ավելի անհանգստացրեց մասնագետներին: Ստացվում է՝ կառավարությունը պարտք է ներգրավվել ընթացիկ ծախսերը սպասարկելու համար, ինչը, ըստ մասնագետների ո՛չ միայն կործանար է երկրի տնտեսության համար, այլև խիստ վտանգավոր:
Տնտեսագետ, «Աուդիտորների պալատի» նախագահ Նաիրի Սարգսյանն, օրինակ, շատ վտանգավոր է համարում պարտքեր վերցնելու հաշվին ընթացիկ ծախսեր սպասարկելու կառավարության քայլը: Ըստ նրա՝ նման քաղաքականությունը շարունակելու դեպքում պետությանը կարող է կանգնել դեֆոլտի եզրին, իսկ տնտեսությունը կարող է պայթել: Խոսելով 750 միլիոն դոլարի պարտատոմսեր թողարկելու որոշման մասին տնտեսագետը համոզված էր, որ չի կարելի պարք ներգրավելով ընթացիք ծախսերը սպասարկել: Դա միանշանակ կործանարար ճանապարհ կլինի և չի կարող արդյունավետ լինել:
Ինչ վերաբերում է եկամուտների բացակայության պայմաններում ծախսերը սպասարկելու պարտավորությանը, Ն. Սարգսյանը նշում էր, որ այն հնարավոր է եկու ձևով իրականացնել: Մեկը՝ պետական գույքի վաճառքն է, մյուսը՝ պարտքի ներգրավվումը: Բայց, քանի որ գույքի տեսանկյունից գրեթե ամեն ինչ վաճառված է, իսկ ինչ էլ որ մնացել է, պետք է նախ հասկանալ, թե որդյոք հնարավոր է դրանք արագ և արդյունավետ վաճառել: Մյուս տարբերակը, ըստ մասնագետի՝ պարտքի ներգրավման հարցը թեև ավելի իրատեսական է, սակայն, այս դեպքում պարզապես չի կարելի պարտքով ընթացիք ծախսերը հոգալ, քանի որ այդ դեպքում գումարի վերադարձելիության հարցը մնալու է հարցականի տակ:
Ավելի իրատեսական կլինի, եթե այն ուղղվի կապիտալ ծախսերի իրականացմանը, որը միանգամից մի քանի հարց կլուծի: Ի դեպ չպետք է մոռանալ նաև, որ մոտենում են նախորդ կառավարությունների կողմից թողարկած եվրոբոնդերի մարման ժամկետները: Եվ այս պայմաններում երկրի պարքն ավելացնելը կարող է երկրի տնտեսությունը տանել վտանգավոր փակուղի: Ուստի, պարտք ներգրավելուց հետո հարկավոր է խելամիտ քայլեր ձեռնարկել, հակառակ դեպքում կկանգնենք երկրի տնտեսությունը կորցնելու վտանգի առջև:
