Գյուղացիների իրավունքների, նրանց խաղաղ ու բնականոն կյանքի հարցերը սահմանային վեճերի լուծման գործընթացում պետք է ունենան առաջնային նշանակություն: Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը։

«1920-ական թթ., օրինակ, Խորհրդային Հայաստանի սահմանային բնակավայրերում հայ գյուղացիներին մշտապես անհանգստացնող խնդիրներից են եղել ադրբեջանական տարածքներից (նաև հետագայի Կարմիր Քուրդիստանից) ավազակախմբերի հարձակումներն ու թալանը, կենդանիների գողությունները, հայ գյուղացիներին ադրբեջանական հողատերերի կողմից հողեր վաճառելը ու հետո դրանք անօրինական հետ պահանջելը և այլն:

Օրինակ՝ 1922 թ. հուլիսի 3-ի Զանգեզուրի գավգործկոմի ՀՍԽՀ Կենտրոնական գործադիր կոմիտեին ուղղված զեկուցագրում նշված է, որ առանց Ղուբաթլուի հետ Զանգեզուրի գավառի հողային և վարչական սահմանների հարցը շտապ լուծելու «նորմալ կյանք և բարյացակամ հարաբերություններ լինել չեն կարող»: 1925 թ. երկրորդ կեսին Զանգեզուրի գավգործկոմի Հայկենտգործկոմին ուղղված մի քանի զեկուցագրերն են այս մասին վկայում՝ կապված նույն պատճառներով Կապանի և Ղուբաթլուի միջև սահմանային վեճերի խնդրի հետ: Նման հարցեր բարձրացվել են 1926 թ. հոկտեմբերի 18-ին ՀԽՍՀ հողագործության ժողկոմատի հողվարչությանն ուղղված զեկուցմամբ և այլն:

Պատմական փաստաթղթերը վկայում են, որ ադրբեջանական տեղական վարչակազմերը և Ադրբեջանի ԿԳԿ-ն Զանգեզուրի սահմանամերձ բնակավայրերում ապրող հայ գյուղացիներին մշտապես տեղի-անտեղի մեղադրել են սահմանախախտումների և սեփական տարածքում ոչ օրինական գործունեություն ծավալելու մեջ: Այս ամենին մշտապես նպաստել են սահմանային վեճերը, գյուղացիների նկատմամբ ադրբեջանական սադրանքները:

Ըստ էության, սրանք ՀՍԽՀ տարածքները բռնազավթելու եղանակներից են եղել:

Պատմական այս կարևոր փաստերից պետք է դասեր քաղենք և մի քանի պաշտպանող մակարդակով մեր օրերում երաշխավորենք Հայաստանի սահմանային գյուղերի բնակիչների իրավունքները»,- գրել է նա:
