Իշխանությունը թաքցրել է գործընթացը, ինչն ավելի է խորացնում նոր կորուստների վերաբերյալ տարաբնույթ լուրերը․ Աբրահամյան

Իշխանությունը դեռ չի բացատրել, թե ինչու էր հանրությունից թաքցրել Ադրբեջանի հետ ձեռք բերած այդ պայմանավորվածությունը։ Այս մասին իր ֆեյսբուքյան էջում գրել է «Հենակետ» վերլուծական կենտրոնի ղեկավար, Արցախի նախագահի անվտանգության հարցերով նախկին խորհրդական Տիգրան Աբրահամյանն՝ անդրադառնալով փոխվարչապետ Տիգրան Ավինյանի հայտարարությանը։

Նա, մասնավորապես, գրել է․

«Օրեր առաջ ՀՀ նախկին վարչապետ Հրանտ Բագրատյանն իր գրառմամբ նշել էր, որ Սյունիքի հատվածում ռուս սահմանապահը իր հետ զրույցում հղումներ էր անում հայ--ադրբեջանական ինչ-որ 6 կետանոց հուշագրի, որը, ըստ ռուս զինծառայողի, բխում էր 2020 թվականի նոյեմբերի 10-ի եռակողմ համատեղ հայտարարությունից։

Հաշվի առնելով այն հանգամանքը, որ իշխանություններն այս մասին որեւէ բան չեն հայտարարել, այսօր խորհրդարանի հարցուպատասխանի ժամանակ պատգամավորներից մեկն այս թեմայով հարցադրում արեց։

Փոխվարչապետ Տիգրան Ավինյանը նշեց, որ հարցին պատասխանելու դեպքում որոշակի պետական գաղտնիքների պետք է անդրադառնա, ինչն ԱԺ ամբիոնից անել չի կարող։

«Եկեք նմանատիպ քննարկումները հանրայնորեն չանենք, եւ եթե նմանատիպ հարցեր կան, որոնք անվտանգային միջավայրին են վերաբերում, եւ դետալների մասին է խոսքը, կարծում եմ՝ համապատասխան հանձնաժողովներում կարող եք անել հանդիպումներ, լսումներ, հրավիրել ՊՆ, ԳՇ, ԱԱԾ ներկայացուցիչներին, տեղեկանալ»,- նշեց վերջինս։

Փաստորեն հուշագրի հանգամանքը չհերքելով փոխվարչապետը նշում է, որ պետական գաղտնիքի հետ կապված խնդիր կա։ Ի՞նչ խնդիր պետք է լինի։ Ադրբեջանի հետ պատերազմի մեջ գտնվող երկիրը պետական գաղտնիքի խնդիր չունի Ադրբեջանի հետ՝ պայմանավորվածություններ է ձեռք բերում կամ հուշագիր ստորագրում, սակայն դրա հրապարակայնացումը հայ հանրության համար ստացվում է, որ սպառնալիք է երկրի անվտանգության համար։

Սկսենք նրանից, որ իշխանությունը դեռ չի բացատրել, թե ինչու էր հանրությունից թաքցրել Ադրբեջանի հետ ձեռք բերած այդ պայմանավորվածությունը։

Ստացվում է, որ GPS-ով առաջնորդվող Ադրբեջանը դրա հիմքերը ստացել է կամ «պոկել» հայկական կողմից համապատասխան պայմանավորվածության հիման վրա, իսկ թե էլ ինչ գաղտնի պայմանավորվածություններ կան եւ ինչ պատուհաս է սպասվում Հայաստանին ու Արցախին, կարելի է միայն կանխատեսել։

Երկրորդ, եթե ձեռք բերված պայմանավորվածության մեջ կան գաղտնիության դրույթներ, որոնք այս պահին նպատակահարմար չէր հրապարակել, ապա իշխանությունը պարտավոր էր գոնե ընդհանուր գծերով ներկայացնել, թե ինչի մասին է խոսքը եւ հիմնավորեր դրա որոշ դրույթների՝ գաղտնիության ներքո պահելու հարցը։

Իսկ իշխանությունն առհասարակ թաքցրել է գործընթացը, ինչն ավելի է խորացնում նոր կորուստների վերաբերյալ տարաբնույթ լուրերն ու վերլուծությունները։

Նշենք՝ ավելի վաղ ԱԺ-ում ՀՀ փոխվարչապետ Տիգրան Ավինյանը հայտարարեց, որ կա եւս մեկ պայմանավորվածություն՝ վերաբերող ճանապարհահատվածին Դավիթ Բեկ-Գորիս հատվածում։
