Ադրբեջանի 2020թ. պաշտպանական ծախսերը գերազանցել են բյուջեով նախատեսվածը

Razm.info-ն գրում է.
«Ադրբեջանում 2020թ. պաշտպանական ծախսերը կազմել են 4 մլրդ 426,8 մլն մանաթ (~2 մլրդ 604 մլն ԱՄՆ դոլար՝ փետրվարի 10-ի փոխարժեքով), ինչը ~12,9 տոկոսով ավելի է 2019թ. հաստատված բյուջեի պաշտպանական ծախսերից և ~14 տոկոսով էլ ավելի է 2020թ. ընթացքում կորոնավիրուսի հարուցած վնասների պատճառով կրճատված բյուջեով նախատեսված պաշտպանական ծախսերից։
2020թ. բյուջեի կատարողականի մասին տվյալները հրապարակել է Ադրբեջանի ֆինանսների նախարարությունը։ Հայտարարությունում նշվում է, որ 2020թ. բյուջեի ծախսերը 36,1 տոկոսով, կամ 1 մլրդ 72,6 մլն մանաթով ավելի են 2019թ. պաշտպանական ծախսերից։
Ֆիննախի պաշտոնական հայտարարության մեջ նշվում է, որ Ադրբեջանի նախագահի հրամանով պաշտպանական ծախսերին հատկացված հավելյալ գումարն օգտագործվել է զինտեխնիկայի գնումների, առաջնագիծ ուղարկված զինծառայողների և զորահավաքով զորակոչված սպաների ու ենթասպաների հավելավճարների, ինչպես նաև շարքային կազմի ամսավճարների ու հավելավճարների համար։
Հիշեցնենք, որ 2019թ. դեկտեմբերի 16-ին Ադրբեջանի նախագահ Իլհամ Ալիևը վավերացրել էր 2020թ․ բյուջեի օրենքը, որով ռազմական ծախսերին նախատեսվում էր հատկացնել 3 մլրդ 853 մլն մանաթ, սակայն 2020թ. օգոստոսին Ադրբեջանում պաշտպանական ծախսերը նախատեսում էին կրճատել մոտ 50 մլն մանաթով կամ մոտ 1,3 տոկոսով․ նախատեսվում էր դրանց հատկացնել 3 մլրդ 804 մլն մանաթ։
2020թ. բյուջեի փոփոխությունների հայտարարված նպատակը պաշտպանության և անվտանգության ոլորտի միջոցառումների իրականացման համար պահուստ ստեղծելը, երկրին նոր կորոնավիրուսի (COVID-19) հասցրած վնասների դեմ պայքարի միջոցառումների իրականացումը, առողջապահության ոլորտում իրականացվելիք լրացուցիչ լայնածավալ միջոցառումների համար հավելյալ կարիքների ապահովումը, համավարակից տուժած տնտեսական ոլորտին և բիզնեսներին, բնակչության խոցելի խմբերին պետական աջակցության շարունակումն ապահովելն, ինչպես նաև տարվա երկրորդ կեսին բյուջեի աճող ծախսերի և նվազող եկամուտների արդյունքում կանխատեսվող անկայունությունը վերացնելն էր»։
