«Ժողովուրդ» օրաթերթը գրում է.
«ԱԺ կանոնակարգ» օրենքի 21-րդ հոդվածի համաձայն՝ քննիչ հանձնաժողով ձեւավորելու մասին պահանջն Ազգային ժողովի նախագահին ներկայացվելու պահից քննիչ հանձնաժողովը համարվում է ստեղծված, որի մասին հայտարարում է Ազգային ժողովի նախագահը:
Իսկ 20-րդ հոդվածի 7-րդ կետի համաձայն՝ քննիչ հանձնաժողովի լիազորությունների ժամկետը մինչեւ վեց ամիս է, որը կարող է մեկ անգամ հանձնաժողովի առաջարկությամբ՝ Ազգային ժողովի որոշմամբ երկարաձգվել մինչեւ վեց ամսով: Այս օրենքների դրույթները համադրելով՝ «Ժողովուրդ» օրաթերթը ուշագրավ իրավիճակ բացահայտեց:
ԱԺ նախագահ Արարատ Միրզոյանը դարձյալ խախտել է «ԱԺ կանոնակարգ» օրենքը։ Բանն այն է, որ այս տարվա հունվարի 21-ին խորհրդարանում իր առաջին նիստն է գումարել նոր կորոնավիրուսի (COVID 19) տարածումը կանխելու, այդ վիրուսի դեմ պայքարի՝ համաճարակի հետեւանքները մեղմելու կամ վերացնելու ուղղությամբ կառավարության եւ պարետատան իրականացրած միջոցառումների արդյունավետությունը, ինչպես նաեւ արտակարգ դրության ժամանակահատվածում մարդու իրավունքների եւ հիմնարար ազատությունների սահմանափակումների արդյունավետությունն ու իրավաչափությունն ուսումնասիրող քննիչ հանձնաժողովը, սակայն հանձնաժողովը ստեղծվել է հուլիսի 2-ին:
Ու եթե համադրենք «ԱԺ կանոնակարգ» օրենքի հոդվածի դրույթները, ապա ստացվում է, որ այդ կորոնավարակի դեմ պայքարի արդյունավետությունն ուսումնասիրող հանձնաժողովի առաջին նիստը կայացել է կանոնակարգի խախտմամբ, այսինքն՝ այն օրը, երբ լրացած է եղել գործունեության համար սահմանված վեց ամիսը։
Այսինքն՝ հունվարին ԱԺ նախագահը ստորագրել Է հանձնաժողովին առնչվող փաստաթուղթ, որի լիազորությունների ժամկետն ավարտվել է: Բայց սա, հիշեցնենք, առաջին դեպքը չէ, երբ խախտվում են «ԱԺ կանոնակարգ» օրենքի դրույթները, կամ դրանք չեն պահպանվում։
Նույն կանոնակարգի համաձայն՝ խորհրդարանի բնականոն գործունեությունը ապահովում է ԱԺ նախագահը, տվյալ դեպքում՝ Արարատ Միրզոյանը, սակայն հենց նրա աշխատանքի արդյունքում ենք այսպիսի իրավիճակի ականատես լինում, քանի որ նրա կողմից հանձնաժողովի կազմը հաստատվեց միայն անցած ամիս, որից հետո էլ հնարավոր եղավ լիազորությունների ժամկետն ավարտված հանձնաժողովի գործունեությունը։ Սա Արարատ Միրզոյանի թերի աշխատանքի օրինակներից մեկն է:
