«Փաստ» օրաթերթը գրում է
ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որը մշակվել է սոցփաթեթում ներառված ծառայությունների շրջանակը ընդլայնելու նպատակով։ Առաջարկվում է փոփոխություն կատարել «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում։ Նախարարության ներկայացրած նախագծի հիմնավորման մեջ նշվում է՝ օրենքի 26-րդ հոդվածի 1-ին մասի համաձայն՝ պետական պաշտոն և պետական ծառայության պաշտոն զբաղեցնող անձանց և (կամ) նրանց ընտանիքի անմիջական անդամներին սոցիալական փաթեթ կառավարության սահմանած կարգով և դեպքերում տրամադրվում է առողջապահության ծառայությունների, հիփոթեքային վարկի ամսական վճարի մարման, ուսման վճարի, Հայաստանի Հանրապետությունում և Լեռնային Ղարաբաղի Հանրապետությունում հանգստի ապահովման նպատակով։
Սոցփաթեթի հատկացման կարգը և փաթեթի մեջ մտնող ծառայությունների բովանդակությունը սահմանված է կառավարության համապատասխան որոշմամբ, որի 2-րդ հավելվածի 1-ին կետի համաձայն՝ սոցիալական փաթեթը ներառում է հետևյալ ծառայությունները` հանգստի ապահովում Հայաստանի և Լեռնային Ղարաբաղի Հանրապետություններում, հիփոթեքային վարկի ամսական վճարի մարում, ուսման վճար և սոցփաթեթի շահառուի առողջության ապահովագրության լրացուցիչ ծառայությունների նվազագույն փաթեթի և (կամ) սոցփաթեթի շահառուի ընտանիքի անդամի առողջության ապահովագրության նվազագույն բազային փաթեթի ձեռքբերում: Յուրաքանչյուր ծառայության համար սահմանված են կոնկրետ չափորոշիչներ և ծառայությունից օգտվելու ընթացակարգ։
Ի՞նչ է առաջարկում նախարարությունը: Ավելացնել սոցփաթեթում ներառված ծառայությունների շրջանակը։ Մասնավորապես՝ նշվում է, որ սոցփաթեթի շահառու աշխատողների սոցիալական կարիքների բավարարման, մոտիվացման և աշխատանքի արդյունավետության, պետական մարմիններում և կազմակերպություններում աշխատանքի գրավչության բարձրացման, պետական հատվածից դեպի մասնավոր հատված կադրերի հոսքի կրճատման նպատակով նախատեսվում է սոցփաթեթի ծառայություններում ներառել նաև այնպիսի ուղղություն, որով հնարավոր կլինի սոցփաթեթի համար հատկացվող միջոցներն ուղղել նաև մարզա-առողջարարական և սպորտային համալիրների, լողավազանների և այլ սպորտային կազմակերպությունների ծառայություններից օգտվելու համար սահմանված վճարի մարմանը՝ նպաստելով շահառուների առողջ ապրելակերպի ձևավորմանը և ֆիզիկական կոփմանը։
