«Փաստ» օրաթերթը գրում է

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել Հայաստանում գարնանացան հացահատիկային, հատիկաընդեղեն և կերային մշակաբույսերի արտադրության խթանման պետական աջակցության ծրագիրը։ Նշվում է, որ նախագծի ընդունումը կնպաստի հանրապետությունում շուրջ 24,3 հազար հա գարնանացան հացահատիկային, հատիկաընդեղեն և կերային որոշ մշակաբույսերի ցանքատարածությունների ապահովմանը, բերքատվության մակարդակի բարձրացմանը՝ մինչև 30 %-ով։ Նախագծի հիմնավորման մեջ նշվում է, որ 2019 թ.-ին պաշտոնական տվյալներով Արցախում հացահատիկի և հատիկաընդեղենի ցանքատարածությունները կազմել են 74,4 հազար հա, և Արցախից Հայաստան է ներկրվել շուրջ 40,0 հազար տոննա հացահատիկ և հատիկաընդեղեն: Ակնհայտ է, որ պատերազմի հետևանքով Արցախում վարելահողերը կրճատվել են, և ընթացիկ տարում հնարավոր չի լինի ապահովել դեպի ՀՀ արտահանման ծավալները։

Միաժամանակ Հայաստանի սահմանամերձ շրջանների կողմից օգտագործվող արոտավայրերի կորստի պատճառով 2021 թ.ին կունենանք նաև անասնակերի ապահովման խնդիր: Ուստի, ըստ նախարարության, անհրաժեշտ է տեղական արտադրության ծավալների ավելացման միջոցով բարձրացնել պարենամթերքի ինքնաբավության մակարդակը և նպաստել անասնակերի արտադրության ծավալների ավելացմանը։ Այսպիսով՝ գարնանացան հացահատիկային, հատիկաընդեղեն և կերային որոշ մշակաբույսերի տեղական արտադրության ծավալների ավելացման նպատակով նախատեսվում է պետական աջակցությամբ, մասնավորապես՝ սերմերի գնի մասնակի սուբսիդավորմամբ կամ փոխհատուցմամբ, խթանել գարնանացան ցորենի, գարնանացան գարու, վարսակի, հաճարի, լոբու, ոսպի, ոլոռի, սիսեռի, առվույտի և կորնգանի արտադրության կազմակերպումը։

Այս նախագծով առաջարկվում է ՀՀ բոլոր մարզերում 1,0-20,0 հա մակերեսով գարնանացան գարու, գարնանացան ցորենի, հաճարի, վարսակի, առվույտի և կորնգանի, ինչպես նաև 0,5-20 հա լոբու, ոսպի, ոլոռի, սիսեռի ցանքատարածություններ մշակող գյուղացիական տնտեսություններին վաճառվող, ինչպես նաև ցանք կատարելու համար արտադրված և/կամ ներմուծված գարնանացան գարու, գարնանացան ցորենի, հաճարի, վարսակի, լոբու, ոսպի, ոլոռի, սիսեռի, առվույտի և կորնգանի էլիտա և/կամ 1-ին վերարտադրության հավաստագրված և ախտահանված սերմերի վաճառքի գնի տարբերակված սուբսիդավորում կամ փոխհատուցում։ Սուբսիդավորման կամ փոխհատուցման գործընթացը կիրականացնի նախարարությունը։ Պետական աջակցության ծրագիրը հաստատելու դեպքում 2021 թ.-ի պետբյուջեից լրացուցիչ կհատկացվի շուրջ 701,44 մլն դրամ։
