Ռուս-թուրքական առաջին «բախումը» Ղարաբաղում. ով է հեռանալու առաջինը
INTERNATIONAL NEWSՌԴ անվտանգության խորհրդի փոխնախագահ Դմիտրի Մեդվեդեւը հայտարարել է, որ Լեռնային Ղարաբաղում իրավիճակի վերահսկման ռուս-թուրքական համատեղ կենտրոնի ստեղծումը չպետք է դիտարկել որպես «երկարաժամկետ քաղաքականության տարր» տարածաշրջանում։ «Պարզապես պետք է ուշադրություն դարձնենք իրողություններին, որոնք գոյություն ունեն մեր տարածաշրջանում։ Իսկ իրողություններն այնպիսին են, որ այսօր այդ հարցը պետք է քննարկել Թուրքիայի գործընկերների հետ։ Թուրքիան մեր հարեւանն է ու շատ կարեւոր գործընկեր։ Եվ շատ մերձավոր երկիր Ադրբեջանի համար։ Այդ գործոնը հնարավոր չէ հաշվի չառնել», ասել է նա։
Ըստ ՌԴ ղեկավարության, Աղդամում ռուս-թուրքական կենտրոնը եւ Արցախում ռուս խաղաղապահներն այդ նոր իրողությունների արտացոլումն են։ Այդ իրողությունների հեղինակն ու սցենարիստը Ռուսաստանն է Թուրքիայի հետ համագործակցությամբ՝ հակաարեւմտյան իր քաղաքական կուրսի շրջանակներում: Այդ մասին արդեն հայտարարել են Պուտինը եւ Լավրովը, եւ նրանց միանում է նաեւ Պուտինի տեղակալը՝ Մեդվեդեւը: Ընդ որում, Ղարաբաղում իր այդ քաղաքականությամբ Ռուսաստանը խախտել է ԵԱՀԿ սկզբունքները եւ ստանձնած պարտավորությունները ՝ որպես Մինսկի խմբի համանախագահ:
Ինչ հետեւանքներ է ունենալու Արցախի դեմ ահաբեկչական պատերազմը Մոսկվայի ու Անկարայի համար՝ կախված է Արեւմուտքի քաղաքականությունից: Միեւնույն ժամանակ, այդ հեռանկարը ստիպում է հանցակիցներին իրենց համար գտնել իրավիճակից դուրս պրծնելու հնարավորություններ՝ միեւնույն ժամանակ պահպանելով ներկայությունը շրջանում: Մեդվեդեւն ասում է, որ ռուս-թուրքական համատեղ կենտրոնը երկարաժամկետ քաղաքականության տարր չէ, այսինքն ժամանակավոր է: Իր հերթին, կենտրոնի բացման կապակցությամբ Էրդողանը հույս էր հայտնել, որ ռուս խաղաղապահների ներկայությունը որոշ ժամանակ անց ավելորդ կդառնա: Սա վկայում է, որ «մրցակցությունը» մտնում է նոր փուլ:
Ով ում դուրս կմղի շրջանից, կամ ով է այստեղ ավելորդը: Մոսկվան մի ոտքով շարունակում է մնալ Մինսկի խմբում, Արցախի կարգավիճակի հարցով Անկարայի ու Բաքվի դեմ որոշակի լծակ ունենալու համար: Մոսկվայի հայտարարությունները, թե կարգավիճակի հարցը հիմա պետք չէ քննարկել, դա ապագայի հարց է, հենց այդ իրողության վկայությունն են: Միեւնույն ժամանակ, Անկարան, ինչու չէ՝ նաեւ Թեհրանը, կարող են ճանաչել Արցախը, ինչը Ռուսաստանի ներկայության վերջը կլինի շրջանում:
«Նոր իրողությունները», որոնք ստեղծել են Մոսկվան ու Անկարան, նոր խնդիրների առաջ են դնելու հանցակիցներին, ինչը Հայաստանի համար քաղաքական լուրջ հնարավորություններ է բացում: Սակայն Ստեփանակերտի ու Երեւանի կոլաբորանտ ռեժիմները եւ Մոսկվային երախտագիտություն հայտնած քաղաքական դասը, որոնք մասնակցել են ռուս-թուրքական նոր իրողությունների ձեւավորմանը, համարժեք չեն քաղաքական նոր հնարավորություններին:
