Հերթական օրինագիծը՝ ընդդեմ լրատվամիջոցների. «Ժողովուրդ»

«Իմ քայլը» խմբակցության մի խումբ պատգամավորներ առաջարկում են «Զանգվածային լրատվության մասին» օրենքում փոփոխություններ կատարել՝ անանուն աղբյուրներին հղում անելն արգելելու նպատակով:
Սակայն ուշագրավ է, որ ԶԼՄ-ների մասին նախագիծը Ազգային ժողովն իր պատմության մեջ առաջին անգամ առանց լրատվամիջոցների հետ քննարկելու է ներկայացնում: Երեկ լրատվամիջոցներն այս փոփոխությունների մասին իմացան հենց նախագծից: Այսպես երբեք չէր արվել, սա վտանգում է խոսքի ազատությունը, ի վերջո անանուն աղբյուրներին հղում են անում աշխարհի բոլոր լրատվամիջոցները, և որևէ երկրի պատգամավորի մտքով չի անցել գաղտագողի օրինագիծ ներկայացնել:
Նշենք, որ նախագծով առաջարկվում է «ԶԼՄ մասին» օրենքի 3-րդ հոդվածը լրացնել նոր դրույթներով, որոնց համաձայն՝ կհստակեցնեն մի շարք հասկացություններ, այդ թվում՝ անանուն աղբյուրը: Նրանք առաջարկում են արգելել հղում կատարել այն աղբյուրներին, որոնցում ներառված չեն «Զանգվածային լրատվության մասին» օրենքով նախատեսված տվյալները, կամ անանուն աղբյուրներ են (բացառությամբ օրենքի 9-րդ հոդվածի 2-րդ մասով նախատեսված դեպքերի, մասնավորապես՝ եթե տեղեկատվությունը ստացվել է լրատվական գործակալությունից, բխում է վիճարկող կողմի կամ նրա ներկայացուցչի հրապարակային ելույթից կամ պատասխանից կամ նրանցից ելնող փաստաթղթից, հրապարակային ելույթի, պետական մարմինների պաշտոնական փաստաթղթերի, լրատվության այլ միջոցի կամ հեղինակային որևէ ստեղծագործության բովանդակած տեղեկատվության բառացի կամ բարեխիղճ վև|ւարտադրութ|ունն է, և դա տարածելիս ինքը կատարել է հղում այդ աղբյուրին):
Նախ՝ արձանագրենք, որ աշխարհում նույնիսկ զարգացած երկրները չեն գտել բանաձևը՝ որոշելու՝ լրատվություն տարածողներից որն է լրատվամիջոցը, որն է բլոգը կամ սոցցանցով տարածված լուրը: Հիմա հայրենի խորհրդարանում հայտնվել են մարդիկ, որ մարտահրավեր են նետում աշխարհին: Իհարկե,՛ հասկանալի է, որ նախագծի նպատակը տարբեր «Տելեգրամ» ալիքների կողմից Նիկոլ Փաշինյանի ընտանիքի մասին անցանկալի հրապարակումների դեմ պայքարն է: Բայց այդ նախագծով «Տելեգրամ» ֊ով կամ այլ ձևաչափով տարածվող լուրերի դեմ պայքարել չի ստացվի. նրանք կաշխատեն, ինչպես այսօր, իսկ բարեխիղճ ԶԼՄ-ները դարձյալ կտուժեն: Ու կստացվի էլի անպտուղ քայլ, ինչպես անցած 3 տարիներին է արվում դատաիրավական բարեփոխումների ճանապարհին»,-գրում է թերթը:
