Հայաստանում ծխախոտի ոլորտը հսկայական վնասներ է կրել. 14 տոկոսով կրճատվել է ծխախոտի արտահանումը․ Սուրեն Պարսյան

ՀՅԴ Բյուրոյի տնտեսական հետազոտությունների գրասենյակի պատասխանատու Սուրեն Պարսյանն անդրադարձել է Հայաստանի կայուն աճ ունեցող ոլորտներից մեկի՝ ծխախոտի արտադրությանը, արտահանմանը։
Վերլուծությունն ամբողջությամբ՝ ստորև․
«Վերջին տասնամյակների ընթացքում մեր տնտեսության մեջ կայուն աճ ունեցող ճյուղերից է ծխախոտի արտադրությունը, որը 2019 թվականին կազմել է Հայաստանի ՀՆԱ-ի 2,9 տոկոսը, իսկ արդյունաբերական արտադրանքի՝ 9,1 տոկոսը։ 2019 թվականի ընթացքում Հայաստանից արտահանվել է 292 մլն ԱՄՆ դոլարի սիգար և սիգարետ (Տե՛ս Աղյուսակ 1․-ը),
որը կազմում է ընդհանուր արտահանման 10,3 տոկոսը, այսինքն՝ ծխախոտի ոլորտը հանդիսանում է Հայաստան արտարժույթ բերող ոլորտներից մեկը։ Հայաստանից ծխախոտ է արտահանվում Իրաք, Սիրիա, ԱՄԷ, Վրաստան, ՌԴ, Ուկրաինա և այլ երկրներ (Տե՛ս Աղյուսակ 2․-ը)։
Կորոնավիրուսը մեծ հարված է հասցրել համաշխարհային տնտեսությանը, ինչի արդյունքում 2020 թվականին համաշխարհային տնտեսությունը նախնական գնահատակններով անկում է գրանցել 4,3 տոկոսով։ Համեմատությամբ համար նշեմ, որ Հայաստանի տնտեսական անկման պաշտոնական ցուցանիշը շուրջ 8,5 տոկոս է, այսինքն՝ մեր տնտեսությունը, գրեթե երկու անգամ ավելի մեծ անկում է գրանցել, քան համաշխարհային միջինը։
2020 թվականի հունվար-նոյեմբեր ամիսներին սիգարի և սիգարետի արտահանումը նախորդ տարվա նույն ժամանակաշրջանի համեմատ անկում է գրանցել 13,86 տոկոսով, որը վերջին 15 տարիների համեմատ աննախադեպ վատ ցուցանիշ է։ Եթե մարտ և ապրիլ ամիսներին արտահանման նվազումը պայմանավորված է եղել Հայաստանում տնտեսական գործունեության սահմանափակմամբ (Lockdown), ապա հուլիս-նոյեմբեր ամիսներին արտահանման կրճատումը (Տե՛ս Գծապատկեր 1․-ը)
պայմանավորված է հիմնականում ներկրող երկրներում իրացման ծավալների կրճատմամբ և տնտեսական գործունեության սահմանափակմամբ (Lockdown), ինչպես նաև իմիջային տեսանկյունից բացասական հետևանքներ են առաջացրել սիգարետների մաքսանենգության բացահայտման դեպքերը։
Հայաստանում ապրիլ-մայիս ամիսների Lockdown-ը, արտահանման կրճատումը և ձախողված հարկային փոփոխությունները զգալի ազդեցություն են թողել ծխախոտագործությամբ զբաղվող 5 հայրենական ընկերությունների կողմից վճարվող հարկերի վրա։ Մասնավորապես՝ 2020 թվականի հունվար-դեկտեմբեր ամիսներին ծխախոտագործական ընկերությունները ՀՀ պետական բյուջե են վճարել մոտ 8 մլրդ դրամով կամ 9,9 տոկոսով ավելի պակաս հարկեր (Տե՛ս Աղյուսակ 3․-ը)։
Մեծ է հավանականությունը, որ այս տարվա ընթացքում ևս կշարունակվի համավարկը իր նոր տարատեսակներով, ինչի արդյունքում հնարավոր է, որ ճգնաժամային իրավիճակը շարունակվի պահպանվել ծխախոտագործության ոլորտում։ Հաշվի առնելով, որ այս ոլորտը ռազմավարական նշանակություն ունի Հայաստանի տնտեսության համար, ՀՀ կառավարության օրակարգային հարցերից պետք է դառնա նաև այս ընկերությունների խնդիրներին օպերատիվ արձագանքումը, քանի որ վերջիններիս գործունեությունից են կախված ծխախոտ աճեցնող հազարավոր գյուղացիական տնտեսությունները և բանվորները»։
