«Ժողովուրդ» օրաթերթը գրում է. «ԱԺ «Իմ քայլը» խմբակցության ղեկավար Լիլիթ Մակունցի՝ ԱՄՆ-ում ՀՀ արտակարգ եւ լիազոր դեսպան նշանակելու գործընթացն այնքան էլ հարթ չի ընթանալու, որքան կարող է թվալ առաջին հայացքից:

Բանն այն է, որ դեռեւս ագրեմանն էլ չկա։ Իսկ ի՞նչ է ագրեմանը, եւ, ընդհանրապես, ինչպես է տեղի ունենում այս կամ այն երկրում դեսպան նշանակելու գործընթացը: «Ժողովուրդ» օրաթերթը տեղեկացավ, որ սովորաբար ագրեման տալու գործընթացն այնքան էլ հեշտ չէ եւ հաճախ ենթակա է լինում նաեւ մերժման:

Սկզբում դեսպան նշանակող երկիրը նշանակման երկրի արտաքին գործերի գերատեսչություն է ուղարկում հարցում՝ դեսպանի թեկնածուի կենսագրությունը՝ հայտնելով նրան դեսպան նշանակելու մտադրության մասին:

Այնուհետեւ ընդունող երկիրն ուսումնասիրում է թեկնածուի կենսագրությունը, ու եթե տվյալ թեկնածուն իր համար ընդունելի է, համապատասխան նոտայով հաստատում է, որ համաձայն է, որ տվյալ անձն իր երկրում նշանակվի դեսպան: Սովորաբար ագրեմանի հարցում ուղարկելու, ինչպես նաեւ դրա մերժման մասին չի բարձրաձայնվում:
