Արցախում զինծառայողի կամ այլ քաղաքացու գտնվելու վայրի մասին 3 ամսվա ընթացքում տեղեկություններ չլինելու դեպքում, ինչպես նաև նույն պայմաններում անհայտ կորածին դատարանի կողմից մահացած ճանաչելու ժամկետը 2 տարվա փոխարեն սահմանվել 1 տարի՝ գործողությունների ավարտից հետո: Այս մասին համապատասխան օրենք է ընդունվել Արցախի Ազգային ժողովի հունվարի 22-ին կայացած արտահերթ նիստում:

Խորհրդարանի քննարկմանը ներկայացնելով՝  «Քաղաքացիական օրենսգրքում լրացում և փոփոխություն կատարելու մասին»  օրենքի նախագիծը,  Արցախի Հանրապետության Նախագահի պաշտոնական ներկայացուցիչ, Արցախի Հանրապետության արդարադատության նախարար Կարեն Դանիելյանը՝ մանրամասնել է, որ օրինագծով  ռազմական գործողությունների կապակցությամբ՝ անհայտ կորած զինծառայողներին և այլ քաղաքացուն դատական կարգով անհայտ բացակայող ճանաչելու վերաբերյալ դիմում ներկայացնելու հնարավորություն կընձեռվի:

Օրենքի կարգավորումները կտարածվեն  2020 թվականի սեպտեմբերի 27-ից ծագած հարաբերությունների վրա: Քննարկման արդյունքում՝ Արցախի խորհրդարանը միաձայն ընդունել է օրենքի նախագիծը:

Արտահերթ նիստի օրակարգում Կարեն Դանիելյանի ներկայացմամբ՝  քննարկվել է նաև Արցախի Հանրապետության «Արցախի Հանրապետության պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքի նախագիծը: Օրինագծով առաջարկվող  փոփոխությունը պայմանավորված  է 2020 թվականի պատերազմական գործողությունների հետևանքով Հիմնադրամի շահառուների թվի և ապահովագրական հատուցումների չափի ավելացմամբ:

«Ըստ այդմ՝  ֆիզիկական անձանց կողմից դրոշմանիշային վճարների վճարման համահարթ եղանակից անցում կկատարվի պրոգրեսիվ համակարգ, համաձայն որի կախված եկամտի չափից,  դրոշմանիշային վճար վճարողները կվճարեն 1500-ից մինչև 15000 ՀՀ դրամի չափով դրոշմանիշային վճար, իսկ անհատ ձեռնարկատերերը՝ սկսած 18000 դրամից մինչև 180000 դրամ: Կամավորականների հատուցում ստանալու իրավունքի ապահովման դեպքերում անձը կառավարության որոշմամբ սահմանված կարգով դիմելու է պաշտպանության նախարարություն, ստանա տեղեկանք, որի հիման վրա արդեն կարող է դիմել հատուցման հիմնադրամին և ստանալ հատուցում: Զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցում նախատեսել նաև այն դեպքերի համար, երբ զինծառայողների կյանքին կամ առողջությանը վնասը պատճառվել է հակառակորդի նախահարձակ գործողության արդյունքում»,- մանրամասնել է  Արցախի Հանրապետության Նախագահի ներկայացուցիչը՝ հավելելով, որ առաջարկվում է օրենքի գործողությունը տարածել 2020թ. սեպտեմբերի 27-ից ծագած հարաբերությունների նկատմամբ, իսկ դրոշմանիշային վճարների գանձումը իրականացնել 2021թվականի հունվարի 1-ից սկսած հաշվետու ժամանակաշրջանի համար: Օրենքի այս նախագիծը ևս խորհրդարանը ընդունել է միաձայն քվեարկության արդյունքում:
