Արդարադատության նախարար. Կհաղթահարենք ցնցումը, եւ հասարակությունը ճիշտ լուծում կգտնի

Պետք չէ Հայաստանի Ոստիկանության գործողություններն ընդհանուր համատեքստից դուրս գնահատել: Ոստիկանության գործողությունների մասին պետք է խոսենք ընդհանուր իրավիճակի համատեքստում: Երեւանում անցկացվող հայ-վրացական իրավական համագործակցության համաժողովի շրջանակում լրագրողների հետ հանդիպման ժամանակ այս մասին հայտարարեց ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանը՝ պատասխանելով հարցին, արդյո՞ք Բաղրամյան պողոտայում էլեկտրաէներգիայի սակագնի թանկացման դեմ բողոքող ցուցարարների նկատմամբ Ոստիկանության գործողություններն իրավաչափ էին:
Նրա խոսքով, ծառայողական քննությունը պատասխան կտա մի շարք հարցերի, այդ թվում՝ Ոստիկանության գործողությունների համարժեքության մասին հարցին, որոնք տեղ են գտել, մասնավորապես, լրագրողների եւ նրանց տեխնիկայի հետ կապված: Նախարարը հույս հայտնեց, որ օբյեկտիվ ծառայողական քննություն կանցկացվի, եւ հասարակությունը դրա ականատեսը կլինի:
«Անկեղծ ասած՝ հավատում եմ, որ մենք հասուն հասարակություն ունենք: Եվ կարծում եմ, որ ճիշտ հարաբերակցություն, ճիշտ հավասարակշռություն կգտնենք ժողովրդավարական արժեքների, ազատությունների եւ մարդու իրավունքների իրականացման միջեւ՝ մի կողմից, եւ հասարակական կարգը պահպանելու անհրաժեշտության եւ ազգային անվտանգության որոշ խնդիրների միջեւ՝ մյուս կողմից»,- ասաց Մանուկյանը՝ հավելելով. «Միաժամանակ, եթե ազատությունները երաշխավորված չեն, եւ մարդիկ չեն կարող օգտվել իրենց սահմանադրական իրավունքներից եւ ազատություններից, այդ դեպքում նույնպես իրավիճակը երկրում չի կարող նորմալ լինել: Մեր երկիրը բազմաթիվ դժվարությունների միջով է անցել: Այդ պատճառով վստահ եմ, որ կհաղթահարենք նաեւ այս ցնցումը, եւ հասարակությունը ճիշտ լուծում կգտնի»,- ընդգծեց Հովհաննես Մանուկյանը:
Նախարարի խոսքով, հարցի հստակ պատասխանը պետք է գտնել իրավական դաշտում: «Իրավական դաշտում կարելի է պատասխան գտնել երկու ճանապարհով. կա՛մ ծառայողական հետաքննության արդյունքներով, կա՛մ, եթե այլ իրավախախտում կա, մասնավորապես՝ քրեական, համապատասխան մարմինները պետք է որոշեն, արդյո՞ք օրենքի խախտում է առկա, արդյո՞ք ուժի կիրառման սահմանի խախտում կա: Կարծում եմ՝ այս հարցում մենք, ամեն դեպքում, պետք է վստահենք մեր Ոստիկանությանը: Չմոռանանք, որ դա մեր Ոստիկանությունն է, այնտեղ ծառայում են մեր եղբայրները, հարեւանները, բարեկամները, եւ նրանք նույնպես էլեկտրաէներգիայի սպառողներ են»,- ամփոփեց Հովհաննես Մանուկյանը:
