Փաշինյանի կառավարության նոր հակառեկորդը

Հայաստանի տնտեսության մեջ ուղղակի օտարերկրյա ներդրումները 2020 թվականին ռեկորդային ցածր ցուցանիշներ են սահմանել։ Ըստ 2020-ի հունվար-սեպտեմբեր ամիսների տվյալների (նույնիսկ պատերազմից առաջ)` Հայաստանի տնտեսության մեջ ուղղակի օտարերկրյա ներդրումների զուտ ներհոսքը կազմել է ընդամենը 630 հազար դոլար կամ 311 միլիոն դրամ: 2019-ի նույն ժամանակահատվածի համար այս գումարը $ 80 մլն էր, 2018 թվական՝ 128 միլիոն դոլար: Ինչպես տեսնում ենք ներդրումային հոսքը Հայաստան հեղափոխությունից հետո շեշտակիորեն և տարեցտարի կրճատվում է և 2020 թվականին այն պարզապես զրոյի է հասել: Եվ սա խոստացված տնտեսական հեղափոխության, կախարդական փայտիկների և միֆոլոգիական՝ հերթ կանգնած ներդրումների ֆոնին:
Համեմատության համար նշենք, որ 2018 թվականից ի վեր Հայաստանի իշխանությունները որպես պարգևավճար բաժանել են 200 միլիոն դոլարից ավել գումար: Այսինքն՝ մոտավորապես այնքան գումար, որքան 2018 թվականից ի վեր որպես ներդրում մտել է Հայաստան, դեռ մի բան էլ ավել: Հետևաբար որտեղի՞ց բյուջեում պետք է գումար լինի, եթե իշխանությունները վատ տնային տնտեսուհու նման ավելի շատ ծախսում են, քան վաստակում: Որտեղի՞ց գումար լինի, եթե եկածն էլ ու հարկատուներից քերածն էլ գնում է իրենց գրպանը, որպես պարգևավճար՝ անհայտ հաջողությունների ու ձեռքերումների դիմաց: Բնական է, որ բյուջում առաջանում է հսկայական բաց և այդ բացը լրացվում է հպարտ քաղաքացիներին հարկախեղդ անելով. Փաշինյանի կառավարությունը ռեկորդակիր է ոչ միայն տապալված ներդրումային քաղաքականությամբ, այլ նաև սահմանված հարկերի, տույժերի ու տուգանքների թվով:
Առանձին խոսակցության առարկա է, թե ինչու է տապալվել այդ ներդրումային քաղաքականությունը: Սակայն, կարելի է ֆիքսել մի պարզ բան՝ փողը սիրում է լռություն, իսկ շուրջ երեք տարի տևող ներքաղաքական հաշվեհարդարները, ասֆալտներին փռելը, պատերին ծեփելը, հեղափոխականներից պետական պաշտոնյայի չվերածվելը՝ լռություն որևէ կերպ չես անվանի: Դրան պետք է գումարել ձախողված արտաքին քաղաքականությունը, հարաբերությունների վատթարացումը դաշնակից պետությունների հետ և հասկանալի կդառնա, թե ինչու են Փաշինյանի կառավարության ֆինանսները՝ այս դեպքում ներդրումները երգում ռոմանսներ...
