«Ժողովուրդ» օրաթերթը գրում է.

Արդարադատության նախարարությունը շրջանառության մեջ է դրել Վարչական իրավախախտումների վերաբերյալ օրենսգրքում լրացում կատարելու մասին նախագիծը: Օրենքի հիմնավորման մեջ նշվում է, թե ընդունման պարագայում այն հնարավորություն կտա վերացնել 2020 թվականի ընթացքում Հայաստանի Հանրապետությունում հայտարարված արտակարգ դրության, ռազմական դրության եւ սահմանված կարանտինային ռեժիմի բացասական հետեւանքները։

2020 թվականին հայտարարված արտակարգ դրության, սահմանված կարանտինային ռեժիմի եւ ռազմական դրության հետեւանքով բնակչության մի շարք խմբեր հայտնվել են սոցիալապես խոցելի վիճակում։ Ավելին, հանրային իրավական դրամական պահանջի հիման վրա կատարողական վարույթի հարուցմամբ կիրառվող հարկադրանքի միջոցները լրացուցիչ անհարմարություններ եւ, ի դեմս կատարողական գործողությունների կատարման ծախսի, ֆինանսական նոր ծանրաբեռնվածություն են առաջացնում պարտապանների համար։

Նախագծով առաջարկվում է՝ Վարչական իրավախախտումների վերաբերյալ օրենսգրքի մի շարք հոդվածներով նախատեսված իրավախախտումների համար նշանակված տուգանքի գումարի առնվազն 50 տոկոսը տուգանք նշանակելու մասին որոշումը ստանալուն հաջորդող օրվանից օրենքով սահմանված ժամկետում կամովին վճարելու դեպքում իրավախախտում կատարած անձանց նկատմամբ նշանակված տուգանքի վճարման պարտավորությունը համարել պատշաճ կատարված. օրենքի գործողությունը նշանակված տուգանքի առնվազն 50 տոկոսը սահմանված ժամկետում վճարելու դեպքում տարածել նաեւ մինչ օրենքի ընդունումը կայացված վարչական ակտերի վրա։
