Ինչու էին մոսկովյան հանդիպմանը լարված Պուտինն ու Ալիեւը՝ այս հանգամանքը շատերն են նկատել: Պատճառները շատ են: Նույնիսկ Նիկոլ Փաշինյանի ցանկալի հնազանդությունը պարտադրվող եռակողմ համաձայնագրերին Մոսկվային ու Բաքվին իրականության մեջ կանգնեցնում է անխուսափելի խնդիրների առաջ: Բանն այն է, որ որքան էլ տարօրինակ հնչի՝ Հայաստանը եռակողմ համաձայնությունների երաշխավորն ու «հավասարակշռողն» է, բայց Հայաստանի հաշվին համաձայնությունները չեզոքացնում են այս հանգամանքը՝ դրանից բխող խնդիրներով:

Առայժմ օդում կախված են մնում խաղաղապահների մանդատի ու Ստեփանակերտի օդանավակայանի հարցերը: Խաղաղապահների տեղակայման պայմանագիրը Բաքուն չի ստորագրել, իսկ օդանավակայանի գործարկման հարցը կարող է լուծվել Բաքվի թույլտվությամբ: Օդանավակայանի գործարկումը ռուսական բազավորումն Արցախում լիարժեք կդարձներ:

Գերիների, հաղորդակցությունների հարցերն անկասկած կապված են այս խնդիրների հետ, սակայն Երեւանն ընդամենը դեկոր է այս հարցերում: Պուտինը Մոսկվայի եռակողմ հանդիպմանը «չլուծված» հարցերի կապակցությամբ մի կողմից մխիթարում էր Փաշինյանին, մյուս կողմից փորձում դրանք դարձնել Բաքվի հետ առեւտրում որոշակի լծակ: Սակայն Ռուսաստանը չափազանց հեռուն է գնացել թրքահաճ իր քաղաքականության մեջ՝ նման հարցերում Բաքվի վրա ազդելու համար:

Ռուս խաղաղապահներն այսպիսով մնում են օդում կախված, նրանց ներկայության միակ լեգիտիմ հիմքն առայժմ Հայաստանի ստորագրությունն է: Սա եռակողմ հայտարարությունների միակ ականը չէ Մոսկվայի ու Բաքվի տակ, սակայն այս եւ մյուս հանգամանքները, որոնց պարբերաբար անդրադառնում ենք, հայկական կողմը չի օգտագործում:

Համարժեք քաղաքական համակարգն ու մեդիան նույնիսկ հակահայ եռակողմ հայտարարությունը կդարձնեին արդյունավետ զենք՝ այն շրջելով դրա հեղինակների դեմ: Դրա բացակայության պայմաններում նույն խաղաղապահները մնում են Հայաստանի հաշվին զիջումների գնով:
