Հադրութի հաղթաթուղթը

Բաքվում քաջ գիտակցում են, որ Հադրութի շրջանը հայկական վերահսկողության տակ անցնելուց և այնտեղ հայկական զինուժի հզոր բնագծեր կազմակերպումից հետո, համարյա անիմաստ է դառնալու Ջեբրայիլի, Ֆիզուլու, Զանգելանի Կուբաթլուի և Լաչինի շրջանների վերաբնակեցման ծրագրերը՝ հաշվի առնելով դրանց աշխարհագրական խոցելի դիրքը։ Այդ տարածքները խոցելի են լինելու նաև ադրբեջանական զինուժի ռազմական ներկայությունն ապահովելու տեսանկյունից։

Հետևաբար ադրբեջանական բոլոր հավակնոտ ու ագրեսիվ քայլերին պետք է պատրաստ լինել դիմակայել ու հակազդել ըստ արժանվույն՝ հիմնական նպատակ ունենալով Հադրութի շրջանի վերադարձը հայկական վերահսկողության ներքո՝ ԼՂԻՄ սահմաններում։

Այս պահից սկսած հատուկ ազգային ծրագիր պետք է մշակվի Հադրութի և շրջակա գյուղերի հայ բնակչության արագ վերադարձի, ավերված բնակավայրերի վերականգման ու դրամական փոխհատուցումներ տալու համար։ Զինվորականներն էլ, իրենց հերթին, կիմանան առաջնահերթ անելիքները։ Սյունիքի սահմանների մոտ տագնապի ստեղծումը նպատակ ունի նաև չեզոքացնել Հադրութի ուղղությամբ հայկական ներկայությունը վերականգնելու փորձերը։ Յուրաքանչյուր գյուղ պետք է ունենա իր սփյուռքյան համայնք-հովանավորը։ Նույնը կարող ենք ասել նաև Շուշիի պարագայում։

Չմոռանանք, քանի դեռ զինադադար չի կնքվել, պատերազմը դեռ շարունակվում է․․․Զինադադար կնքելու հիմնական պայմաններից մեկը պետք է լինի Հադրութի շրջանից ադրբեջանական զինուժի դուրսբերումն ու փախստականների վերադարձը։ Առանց այդ պայմանների, հայկական կողմը դառնալու է պայմաններ կատարող, այլ ոչ թե թելադրող կողմ։
