Իշխանությունների ձախողված հարկային քաղաքականության բեռը դրվում է միջին եւ աղքատ խավի վրա: Այս մասին Facebook-ի իր էջում գրել էՀՅԴ տնտեսական հետազոտությունների գրասենյակի պատասխանատու, տնտեսագետ Սուրեն Պարսյանը։
Նա, մասնավորապես, նշել է. «Գործող իշխանությունները, միջին եւ աղքատ խավի վրա լրացուցիչ հարկային բեռ դնելով, փորձում են հավաքագրել շուրջ 23 մլրդ ՀՀ դրամ։ 2021 թվականի հունվարի 1-ից աշխատավարձերից պահումները ավելանալու են։ 1000 դրամի փոխարեն աշխատողները վճարելու են 1500, 3000, 5500, 8500 եւ 15000 ՀՀ դրամ դրոշմանիշային վճար։
Միանշանակ է, որ պետությունը պարտավոր է հոգալ զոհված եւ հաշմանդամություն ունեցող զինծառայողների եւ նրանց ընտանիքների սոցիալական խնդիրները։ Ինչպես թոշակների, նպաստների դեպքում ՀՀ Ազգային ժողովը կարող է 2021 թվականի պետական բյուջեով նախատեսել լրացուցիչ հատկացում զինվորների հիմնադրամին եւ նոր բարձրացում չանել։ Բացի այդ, հանրային ֆինանսների արդյունավետ կառավարման տեսանկյունից անընդունելի է, թե ինչու՞ պետական բյուջեից առանձնացված պետք է ստեղծել զինվորների հիմնադրամը եւ ավել հավաքագրված գումարները ներդնել տարբեր մասնավոր կազմակերպությունների, բանկերի ակտիվներում, երբ այդ գումարների խիստ կարիքը ունի Հայաստանի Հանրապետությունը։ Ըստ էության՝ սոցապ նախարարության զուգահեռ ստեղծել ենք նոր ինստիտուտ՝ զինվորների հիմնադրամը, որը փաստացի վերահսկում է կենտրոնական բանկը։
Առհասարակ նպատակային նշանակության հարկերի սահմանելը չի բխում ոչ բիզնեսի եւ ոչ էլ հանրության շահերից։ Հակառակ դեպքում՝ մի օր այս նույն իշխանավորները կարող են նոր հարկեր սահմանել զրահատեխնիկ ձեռբերելու կամ իրենց շռայլ պարգեւավճարները ապահովելու համար։
Հիշեցնեմ նաեւ, որ այս իշխանությունները համահարթ հարկային քաղաքականության արդյունքում բարձր աշխատավարձ ստացողներին եւ խոշոր բիզնեսին զիջեցին 30-40 մլրդ ՀՀ դրամ հարկեր, որի համալրումը դարձյալ դրվեց ողջ հասարակության վրա։
