Արցախի Հանրապետության անվտանգության խորհրդի քարտուղար Վիտալի Բալասանյանի ղեկավարած «Արդարություն» կուսակցությունն ու ՀՅԴ–ն հայտարարություն են տարածել` նշելով, որ Արցախի նախագահ Արայիկ Հարությունյանը խախտել է իրենց հետ պայմանավորվածությունները։

 
Ինչ սպասել Վիտալի Բալասանյանի աղմկոտ հայտարարություններից. սցենարները տարբեր են

«Նոյեմբերի 9-ի հայտարարությունից հետո Արցախի Ազգային ժողովի 5 խմբակցություններից 4-ը պահանջել են նախագահ Արայիկ Հարությունյանի հրաժարականը: Չնայած իր պաշտոնից հրաժարվելու պատրաստակամությանը՝ նախագահ Հարությունյանը նախաձեռնել է քաղաքական խորհրդատվություններ` ստեղծված իրավիճակից ելք գտնելու և քաղաքական լուծումներ տալու նպատակով։ Ելնելով առաջիկայում նոր խորհրդարանական և նախագահական ընտրությունների անցկացման խնդրահարույց լինելու հանգամանքից՝ խորհրդարանական ուժերն ընդունել են ազգային միասնության կառավարություն ստեղծելու Հարությունյանի առաջարկը՝ նախագահի փաստացի լիազորությունները սահմանափակելու և ողջամիտ ժամկետում արտահերթ ընտրություններ կազմակերպելու նախապայմանով», – գրված է հաղորդագրությունում։

 
Սակայն հետագա քննարկումների ընթացքում, ըստ կուսակցությունների, Հարությունյանը խախտել է ձեռք բերված պայմանավորվածությունները և սկսել է միանձնյա ձևավորել նոր կառավարություն։

«Ստեղծված իրավիճակում անիմաստ է դարձել շարունակել կառավարության ձևավորման գործընթացին մեր մասնակցությունը, քանի որ այն իր մեջ չի պարունակում «ազգային համաձայնության կառավարության» ձևավորման տեսլականը», – տեղեկացնում են «Արդարություն» կուսակցությունն ու ՀՅԴ–ն։

Նրանք նաև հավելում են, որ կառավարության ձևավորման, դրա հետագա գործունեության և երկրում տեղի ունեցող գործընթացների ամբողջական պատասխանատվությունը նման պայմաններում կրում է անձամբ Արայիկ Հարությունյանը։

Նշենք, որ վերջերս Հարությունյանը հանձն է առել պաշտոնյաների նոր նշանակումներ, որոշ մարդիկ էլ ինքնակամ լքել են իրենց պաշտոնները։

Դեկտեմբերի 22-ին հայտնի դարձավ, որ Արցախի նախագահ Արայիկ Հարությունյանը պաշտոններից ազատել է միանգամից երկու բարձրաստիճան պաշտոնյայի։ Մեկը ազգային անվտանգության ծառայության տնօրեն Կամո Աղաջանյանն էր, մյուսը` ոստիկանության պետ Աշոտ Հակոբջանյանը: Ավելի ուշ հայտնի դարձավ, որ Հակոբջանյանը նշանակվել է Հարությունյանի խորհրդական։

Բացի այդ, սեփական դիմումների համաձայն` աշխատանքից ազատվել են Արցախի նախագահի խորհրդականներ Ռուզաննա Սարգսյանը, Էմիլ Բաբայանը և Կարեն Ներսիսյանը:

Արցախի մարդու իրավունքների նախկին պաշտպան Արտակ Բեգլարյանը նույնպես ազատվել է պաշտոնից և ստանձնել Արցախի նախագահի աշխատակազմի ղեկավարի պաշտոնը։

Նոյեմբերի 2-ին Լևոն Գրիգորյանն ազատվել էր ԱՀ էկոնոմիկայի և արտադրական ենթակառուցվածքների նախարարի պաշտոնից։ Դեկտեմբերի 28-ին նրա փոխարեն նշանակվել է Աշոտ Բախշիյանը։
