Մեր քաղաքացիական ավիացիան պատերազմին պատրաստ չէր, մինչդեռ ցանկացած երկիր, մանավանդ Հայաստանի պես շրջափակման մեջ գտնվող երկիրը, պարտավոր է ունենալ սեփական քաղավիացիա. կառավարությունը գնաց այլ՝ արտասահմանյան լոուքոսթ ավիաընկերություններին հրավիրելու ճանապարհով, որոնք ֆինանսավորվում են հենց կառավարության կողմից: «Արմնյուզ» ՀԸ «#ՕրաԽնդիր» հաղորդման ժամանակ նման կարծիք է հայտնել ՀՀ վարչապետի նախկին խորհրդական, ավիատոր Հակոբ Ճաղարյանը: Փոխանցում է Tert.am-ը:

 

 

 

«Փոխվարչապետ Ավինյանը և քաղավիացիայի կոմիտեն ամեն ինչ արել են այս ոլորտը գլխովին ջախջախելու համար։ Այդ ծրագրին չխանգարելու նպատակով փակվել է երկու հայկական ավիաընկերություն։ Անցած տարի Հայաստանում գրանցված էր ինը օդանավ, պատերազմի նախաշեմին՝ 2020-ի օգոստոսին, ընդամենը մեկը, այսինքն՝ Հայաստանը պատերազմը դիմավորեց մեկ օդանավով, դա հանցագործություն է»,- ասել է ավիատորը:

 

Ըստ Ճաղարյանի՝ մինչ Իսրայելից և Թուրքիայից բեռնատար օդանավերի ամենօրյա թռիչքներ էին տեղի ունենում դեպի Ադրբեջան, մեր քաղավիացիայի կոմիտեն մատնված էր անգործության. «Պետք էր վերականգնել ապօրինաբար փակված հայկական ավիաընկերությունները։ Մեր օդաչուները սահմանափակումների պատճառով կորցրին իրենց թռիչքները շարունակելու հնարավորությունը, գործող մոտ քսան օդաչուների կեսը զրկված էր թռիչքներ կատարելու իրավունքից, պետք էր վերականգնել նրանց իրավունքները։ Ի վերջո, պետք էր վերականգնել հայկական ինթնաթիռների գրանցումը»:

 

Վարչապետի նախկին խորհրդականի պնդմամբ՝ պատերազմի ընթացքում հայ օդաչուներն իրենց թռիչքները կատարել են անվճար, ավիաընկերությունների սեփականատերերը ևս որևէ փոխհատուցում չեն պահանջել. «Փոխվարչապետ Ավինյանն ասում էր՝ այդ ինչ քաղավիացիա ենք ունեցել, որ ինչ էլ կորցնենք։ Դա այդպես չէ։ ԵՄ սև ցուցակով հայկական օդանավերի մուտքն արգելվեց Եվրոպա, նաև Իսրայելը մերժեց մեր ավիաընկերություններին։ Տխուր է, երբ փոխվարչապետը չի տիրապետում իրավիճակին։ Կոռուպցիոն գործարքների պատասխանատուների շրջանակը հստակ է՝ Նիկոլ Փաշինյան, Տիգրան Ավինյան, Սուրեն Պապիկյան, Տաթևիկ Ռևազյան»:

 

 

 

Հակոբ Ճաղարյանի պնդմամբ՝ պատերազմի ընթացքում՝ հոկտեմբերի սկզբին, Դավիթ Գալստյանին՝ «Պատրոն Դավիթին» պատկանող օֆշորային ընկերությունը 6 մլն դոլարով գնել է «Իլ-76» տրանսպորտային օդանավ՝ ՀՀ բեռներ տեղափոխելու նպատակով. «Դեռևս 6 տարի առաջ այդ օդանավը վաճառվել էր ընդամենը 1,5 մլն դոլարով, այսինքն՝ քառակի պակաս գնով։ Դրա շարժիչներից մեկն անսարք է, մյուս երկուսը ևս ամբողջապես սարքին չեն։ Մեր ՊՆ-ն երեք «Իլ-76» ունի, դրանց վերագրանցումը քաղաքացիական ռեեստրում մի քանի ժամվա հարց է։ Այդ գումարով երկու «Էյրբաս-300» կարելի էր գնել»:

 

Վարչապետի նախկին խորհրդականի պնդմամբ՝ ԱԺ-ն 2019-ի դեկտեմբերին ապօրինաբար է փոխել հարկային օրենսդրությունը, որով որոշ ավիաընկերությունների ազատել է օդի տուրքից: «Պատգամավորները նույնիսկ չգիտեն, որ օդի տուրքն ուղևորն է վճարում, ոչ թե ավիաընկերությունը։ Այս որոշման դեմ բողոք-նամակ է ուղարկել Օդանավակայանների միջազգային խորհուրդը»,- ամփոփել է Հակոբ Ճաղարյանը:
