Արցախյան հիմնախնդրի բանակցային պատմության մեջ մեզ համար նույնիսկ ամենապակաս նպաստավոր բանակցային փաստաթղթի տարբերակում առաջին փուլում հանձնվում էր 5 շրջան, այստեղ բնիկ ադրբեջանցիներ էին վերաբնակցեվում, այս 5 շրջաններում անվտանգությունը ապահովում էր խաղաղապահ զորքերւ, Լեռնային Ղարաբաղի տարածքում և մյուս 2 շրջաններում, անվտանգությունն ապահովում էր հայկական զորքերի կողմից, այնուհետ 2-րդ փուլով որոշվելու էր Լեռնային Ղարաբաղի կարգավիճակի հարցը և 2 շրջաներ վերադարձրվեր, այս 2 շրջաններում նույնպես անվտանգությունը խաղաղապահ զորքերի կողմից պիտի իրականացվեր, իսկ Շուշում բնիկ ադրբեջանցիները վերադառնալու էին նույն քանակով, ինչ որ Շահումյանի շրջան բնիկ հայերը, Լաչինի միջանցքը ունենալու էր 42կմ լայնություն և անհրաժեշտության դեպքում հնարավոր էր լինելու ծանր զինտեխնիկա մտցնել Լեռնային Ղարաբաղի տարածք:
