Հակածխախոտային օրենքի 3 դրույթ ուժի մեջ կմտնի ավելի ուշ. նախագիծն ընդունվեց առաջին ընթերցմամբ

ՀՀ Ազգային ժողովն առաջին ընթերցմամբ ընդունեց Ծխախոտային արտադրատեսակների և դրանց փոխարինիչների օգտագործման հետևանքով առողջությանը հասցվող վնասի նվազեցման և կանխարգելման մասին օրենքի նախագծով սահմանված երեք դրույթների ուժի մեջ մտնելու ժամկետը մինչև 2022 թվականի հունվարի 1-ը երկարաձգելու օրենքի նախագիծը: «Արմենպրես»-ի փոխանցմամբ` օրենքի նախագիծն առաջին ընթերցմամբ ընդունվեց միաձայն` 87 «կողմ» ձայնով:  

Օրենքի նախագիծը ներկայացրել են «Իմ քայլը» խմբակցության պատգամավորներ Բաբկեն Թունյանը, Վլադիմիր Վարդանյանը, Հովիկ Աղազարյանն ու Նարեկ Զեյնալյանը:

Թունյանը հիշեցրեց, որ ծխախոտային արտադրատեսակներին առնչվող օրենքի նախագիծը, որով սահմանափակումներ էին մտցվում, ընդունվել է ԱԺ-ում փետրվարին՝ թեժ քննարկումներից հետո:

«Նախագծին տրվել էր դրական եզրակացություն, թեև շեշտվել էր, որ կան բազում մտահոգություններ՝ կապված օրենքի տնտեսական հետևանքների հետ, մտադրություն կար փոքր աշխատանքային խումբ ձևավորելու և աշխատելու ամենատարբեր դրույթների վրա: Սակայն, քանի որ ունեցանք ֆորսմաժորային իրավիճակներ, ցավոք սրտի, այդ աշխատանքն ամբողջ խորությամբ չհասցրեցինք կատարել: Այս պահին որոշել ենք 1 տարով հետաձգել այն դրույթները, որոնք ուժի մեջ են մտնում 2021 թվականի հունվարի 1-ից: Այդ դրույթների ուժի մեջ մտնելու ժամկետը որոշել ենք հետաձգել մեկ տարով, որ առաջինը՝ բիզնեսի վրա բացասական ազդեցությունը մեղմվի, քանի որ հիմա գտնվում ենք այլ իրավիճակում, քան գտնվում էինք օրենքն ընդունելու պահին, և երկրորդ՝ որպեսզի այս ընթացքում ժամանակ ունենանք նաև միջազգային գործընկերների հետ համագործակցությամբ իրականացնել ազդեցության գնահատական»,- ասաց Բաբկեն Թունյանը:

Ընդունված օրենքով ծխախոտային արտադրատեսակների հրապարակային ցուցադրումը վաճառասրահներում և հանրային սննդի օբյեկտներում հունվարի 1-ից պետք է արգելվեր: Հաջորդ դրույթը վերաբերում էր ծխախոտային արտադրատեսակների դրանց փոխարինիչների մակնշման պահանջներին: Դրույթներից մեկն էլ վերաբերում էր տուփերի ցուցադրությունը: Դրանով մասնավորապես սահմանվում էր, որ արգելվում է ծխախոտային արտադրատեսակների կամ դրանց պատկանելիքների կամ ծխախոտային արտադրատեսակների փոխարինիչների կամ ծխախոտային արտադրատեսակների նմանակների իրացման (վաճառքի) համար նախատեսված տարածքներում՝ դրանց (այդ թվում՝ դրանց դատարկ կամ մեծացրած չափսերով տուփերի, բլոկների, ապրանքային նշանն իմիտացնող գունային պաստառների) կամ դրանց ապրանքային նշանների կամ խորհրդանիշների՝ սպառողի համար տեսանելի վայրում տեղադրումը: Այս երեք դրույթների ուժի մեջ մտնելու ժամկետը կերկարաձգվի ներկայացված օրինագծի ընդունման դեպքում:

ՀՀ առողջապահության նախարարությունը ՀՀ Ազգային ժողովի պատգամավորներին կոչ էր արել դեմ քվեարկել «Ծխախոտային արտադրատեսակների և դրանց փոխարինիչների օգտագործման հետևանքով առողջությանը հասցվող վնասի նվազեցման և կանխարգելման մասին» օրենքի մի շարք կարևոր դրույթներ հետաձգելու մասին օրենքի նախագծին։
