Կկանոնակարգվի գյուղատնտեսական կոոպերատիվների ստեղծումը

Անի Սանոսյանը Ֆեյսբուքյան իր էջում գրում է.
Նորանկախ Հայաստանի տնտեսության ազատականացման, հողի, գյուղատնտեսական կենդանիների, գյուղատնտեսական տեխնիկայի և արտադրության այլ միջոցների մասնավորեցման (սեփականաշնորհման) արդյունքում ձևավորվել և այժմ գործում է 340 հազար գյուղացիական տնտեսություն: Դրանց փոքր չափերը, գյուղատնտեսական մթերքների արտադրության և իրացման դժվարությունները հնարավորություն չեն տալիս արդյունավետ գյուղատնտեսություն վարել: Ստեղծված իրավիճակում կարևորվում և պահանջվում է կատարելագործել ոլորտի տնտեսվարման ձևերը, համակարգված պետական քաղաքականություն իրականացնել կոոպերացիայի զարգացման ուղղությամբ:
Կոոպերացիայի առաջին քայլերը մեր երկրում արվել են 1998թ. ընդունված ՀՀ քաղաքացիական օրենսգրքով և մի շարք այլ իրավական ակտերով, քանի որ մինչև օրս Հայաստանը չունի գյուղատնտեսական կոոպերացիայի բնագավառը կարգավորող մեկ, ամբողջական, համապարփակ օրենք: Այդ բացը լրացնելու քայլերից է կառավարության ս.թ. դեկտեմբերի 10- ի նիստում հավանության արժանացած «Գյուղատնտեսական կոոպերատիվների մասին» ՀՀ օրենքի նախագիծը: Այն մշակվել է միջազգային լավագույն փորձի հիման վրա` ՀՀ գյուղատնտեսության նախարարության և Ագրոբիզնեսի ուսուցման կենտրոնի ուժերով և լրամշակվել Գյուղատնտեսության նախարարի հրամանով ստեղծված վերը նշված գերատեսչությունների, ինչպես նաև ՀՀ հանրային խորհրդի և ՀՀ ազգային ագրարային համալսարանի ներկայացուցիչներից կազմված աշխատանքային խմբի կողմից: Նախագծի լրամշակմանը մասնակցել են նաև ԱԺ գյուղատնտեսության և բնապահպանության հարցերի հանձնաժողովի, ՄԱԿ- ի պարենի և գյուղատնտեսության կազմակերպության, «Ֆարմ կրեդիտ Արմենիա» ունիվերսալ վարկային կազմակերպության առևտրային կոոպերատիվի ներկայացուցիչները:
Կառավարության հավանությանն արժանացած նախագծի ընդունումից և կիրառումից ակնկալվում են հետևյալ արդյունքները`
-կբարելավվեն գյուղատնտեսական կոոպերատիվների զարգացման օրենսդրական հիմքերը,
-կհստակեցվեն գյուղատնտեսական կոոպերատիվների զարգացման բնագավառում պետական քաղաքականության հիմնական ուղղությունները,
-կխթանվի գյուղատնտեսական կոոպերատիվների ձևավորումը,
-կբարձրանան գյուղացիական տնտեսությունների գործունեության արդյունավետությունը, տնտեսվարողների մրցունակությունը, երկրի պարենային անվտանգության մակարդակը:
Կոոպերատիվների գործունեությունը կնպաստի նաև գյուղական համայնքների զարգացմանը: Օրենքի նախագծի մշակմամբ է պայմանավորված ՀՀ քաղաքացիական օրենսգրքում փոփոխություն կատարելու նախագիծը, քանի որ երկու օրինագծերը Ազգային ժողով են ներկայացվելու իբրև մեկ ամբողջական փաթեթ:
