Ինչ ընդհանրություններ ունեն պատերազմների փաստահավաք հանձնաժողովները. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է.
«Լուսավոր Հայաստանն» առաջարկում է արցախյան երկրորդ պատերազմի առնչությամբ պարիտետային փաստահավաք հանձնաժողով ստեղծել: Այս մասին երեկ՝ լրագրողների հետ հանդիպման ժամանակ, հայտարարեց «Լուսավոր Հայաստան» կուսակցության ղեկավար Էդմոն Մարուքյանը: Նա միեւնույն ժամանակ նշեց, թե հանձնաժողովը կարող է ստեղծվել կառավարության որոշմամբ: Ընդդիմադիր կուսակցությունն առաջարկում է, որ հանձնաժողովի կազմում յուրաքանչյուր խմբակցությունից պետք է առաջարկվի 4-ական ներկայացուցիչ, իսկ ԱԺ չանցած ՀՀԿ-ն, ՀՅԴ-ն եւ «Մենք» դաշինքը՝ մեկական ներկայացուցիչ:
Նկատենք՝ 2019 թվականի մայիսի 31-ին խորհրդարանում ստեղծվել էր 2016 թվականի ապրիլին ծավալված ռազմական գործողությունների հանգամանքները ուսումնասիրելու նպատակով քննիչ հանձնաժողով: Եվ, ըստ էության, հանձնաժողովի անդամների կազմը նույնն էր, ինչ ՀՀ ԱԺ պաշտպանության եւ անվտանգության հարցերի մշտական հանձնաժողովինը: Հանձնաժողովը գլխավորում էր իմքայլական պատգամավոր Անդրանիկ Քոչարյանը: Սեպտեմբերի վերջին պետք է հրապարակվեր քննիչ հանձնաժողովի եզրակացությունը, սակայն նոր պատերազմն, ըստ էության, շեղեց ծրագրերը, եւ մինչեւ այժմ էլ այն հրապարակված չէ:
Ավելին, հանձնաժողովի անդամներից հրապարակային ելույթներ է ունենում միայն Անդրանիկ Քոչարյանը, Տիգրան Կարապետյանը հրաժարվել է մանդատից, մյուսներն էլ խուսափում են խոսել եւ ասել՝ ի վերջո այն կհրապարակվի, թե արդեն անիմաստ է: Երեկ՝ ամբողջ օրվա ընթացքում եւս հանձնաժողովի անդամներից որեւէ մեկը չպատասխանեց մեր հեռախոսազանգերին:
Նշենք, որ մոտ մեկ տարվա գործունեության ընթացքում ԱԺ քննիչ հանձնաժողով հրավիրվեցին եւ ներակայացան 2016 թվականին կարեւոր պաշտոնատար անձինք, այդ թվում` ՀՀ երրորդ նախագահ Սերժ Սարգսյանը, պաշտպանության այդ ժամանակվա նախարար Սեյրան Օհանյանը, նախկին վարչապետ Կարեն Կարապետյանը, Արցախի Հանրապետության երրորդ նախագահ Բակո Սահակյանը, Պաշտպանության բանակի այդ ժամանակվա հրամանատար Լեւոն Մնացականյանը եւ այլ գլխավոր գործող անձինք:
Հանձնաժողով հրավիրված նախկին պաշտոնյաներից միայն ՀՀ ԶՈՒ գլխավոր շտաբի նախկին պետ Յուրի Խաչատուրովն է, որ հրաժարվել է մասնակցել քննիչ հանձնաժողովի նիստերին: Հետաքրքիր է, որ տարիներ շարունակ Ապրիլյան պատերազմի ընթացքի, բանակի սպառազինության եւ ապահովվածության մասին մշտապես տարբեր խոսակցություններ են եղել: Սակայն Ազգային ժողովում քննիչ հանձնաժողովի նիստերի ընթացքում այդ միֆերը, ըստ էության, հերքվել են:
