ՀՀ ոստիկանության զորքերի հրամանատարի մարտական պատրաստության գծով տեղակալ գնդապետ Սամվել Հակոբյանը հայտարարություն է տարածե, որում նշվում է․

«Սիրելի՛ հայրենակիցներ,

Վերջին մեկ ամսվա ընթացքում Հայաստանի Հանրապետությունում ծավալվող իրադարձությունները վկայում են, որ օրվա իշխանությունը, անտեսելով մեր երկրի ու հասարակության, մեր պետության ու քաղաքացու առջև ծառացած օրհասական խնդիրները, զբաղված է միայն սեփական իշխանությունը պահելով։ Այս օրերին փորձ է արվում ոստիկանությանը և, մասնավորապես, ոստիկանության զորքերին ներքաշել քաղաքական գործընթացների մեջ, ժողովրդի հետ երկխոսության ընթացքում ոստիկանությանն օգտագործել որպես մահակ և լուծել նեղ անձնական ու քաղաքական խնդիրներ։

Զինված ուժերում և ոստիկանության համակարգում երկարամյա ծառայության ընթացքում իմ միակ խնդիրը եղել և մնում է օրինականության հաստատումը, օրենքի գերակայության սկզբունքի հանդեպ հարգանքը և սպայի պատիվը պահպանելը։ Համոզված եմ, որ այս օրերին ոստիկանությանը և հատկապես ոստիկանության զորքերին տրվող հանձնարարականները որևէ աղերս չունեն հիշատակածս խնդիրների հետ, ավելին՝ վտանգում են մեր երկրի ու հասարակության անվտանգությունն ու համերաշխությունը։

Չկարողանալով ցուցաբերել բացարձակ անտարբերություն՝ որոշել եմ ներդրում չունենալ վերոհիշյալ անարդարություններին և ոստիկանությունում ծառայությունս դադարեցնելու մասին զեկուցագիր եմ ներկայացրել։

Իմ ծառայակից ընկերներին ու գործընկերներին կոչ եմ անում հրաժարվել ապօրինի հրահանգներ կատարելուց, հավատարիմ մնալ տված երդմանն ու ծառայել բացառապես օրենքին ու հասարակության շահերին»։
