«168 ժամ». Ի՞նչ ծրագրեր ունի Ռուսաստանն Արցախում

«Նոյեմբերի 9-ի Պուտին-Փաշինյան-Ալիև հայտարարությամբ և Արցախյան հակամարտության գոտու հայկական հատվածում ռուս խաղաղապահների տեղակայմամբ նոր փուլ է սկսվել ՌԴ-Արցախ հարաբերություններում։ Սա, ըստ էության, ուղղված է Երևանից Արցախի կախվածության վերացմանը կամ այդ կախվածության ուղղության փոփոխությանը։ Ինչպես տեղեկացրել էինք, ռուսական կողմը ծրագրում է բացել Ստեփանակերտի օդանավակայանը Մոսկվա-Ստեփանակերտ չվերթերի համար։ Բացի խաղաղապահ առաքելությունը, Ռուսաստանը հսկայածավալ  հումանիտար աշխատանքներ է  նախաձեռնել և իրականացնում Ստեփանակերտ քաղաքում հենց օդանավակայանի տարածքում հումանիտար կենտրոնի ստեղծմամբ։ Չի բացառվում նաև, որ ռուսական ռազմաբազա ստեղծվի Արցախում։ Բայց այսքանով ռուսական  ծրագրերը, ըստ մեր տեղեկությունների, չեն սահմանափակվում։

168․am-ի ռուսական աղբյուրների փոխանցմամբ, ՌԴ-ն ծրագրերում ունի ԱՀ բյուջե ներարկումներ անել, ավելին` բյուջեն ապահովել, մեծ ներդրումներ անել ԱՀ ենթակառուցվածքների, կրթության և մի շարք այլ ոլորտներում։

«Ճանապարհներ, համալսարան, զարգացած ենթակառուցվածքներ կլինեն, ավելի ակտիվ կապ ապագայում նաև Բաքվի հետ։ Նոր սահմաններ են գծվում, նոր իրավիճակ, և հայկական պետականության կենտրոնը կլինի Ստեփանակերտը, իսկ Երևանը կլինի ավելի մեկուսացած վիճակում։ Երևանի նկատմամբ Ռուսաստանի վերաբերմունքը չեզոք է, իսկ ղարաբաղյան հայերի նկատմամբ փոխադարձաբար դրական ընկալումներ և դիրքորոշում է ձևավորվել։ Կա անկեղծ ցանկություն՝ օգնել այդ անկլավին կայանալ, թեև 5 տարի կարգավիճակի հարց այնտեղ չի քննարկվելու, այսինքն՝ ՌԴ-ն չի ծրագրում Աբխազիայի կամ Ղրիմի օրինակով որևէ բան այս փուլում, այլ անկեղծորեն փորձելու է վերացնել պատերազմի հետևանքները և զարգացնել այնտեղ պետությունը։ Պարզապես այդ տարածքում Ռուսաստանը միշտ ընդունելի է եղել,  բնակիչները հիմնականում ռուսախոս են, ինչը հաճելի է»,- ասաց մեր մերձդիվանագիտական աղբյուրը։ Նրա խոսքով, թեև ԱՀ նախագահ Արայիկ Հարությունյանն այցելել է Մոսկվա պատերազմից հետո, նրա նկատմամբ Մոսկվայի վերաբերմունքը միանշանակ չէ դեռ։

«Սակայն, անկախ ամեն ինչից, այս ծրագրերը կան և կիրականացվեն, ռուսական կոնտինգենտն արդեն այնտեղ է, և դա շատ բան է որոշում»,- ասաց մեր ՌԴ ԱԳՆ-ին մոտ կանգնած աղբյուրը»,-գրում է թերթը:
