ԱԳ նախարար Արա Այվազյանի հայտարարությունը` Հայաստան-Եվրամիություն գործընկերության խորհրդի նիստին ընդառաջ.

«Ինչպես գիտեք, սա ՀՀ-ԵՄ գործընկերության խորհրդի երրորդ նիստն է: Սա ժամանակային առումով պատեհ և կարևոր հանդիպում է, որի ընթացքում մենք քննարկելու ենք հարցերի լայն շրջանակ, այդ թվում`  իրավիճակը Արցախում և տարածաշրջանում, ինչպես նաև Հայաստան-Եվրամիություն քաղաքական երկխոսությանը, ՀՀ-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագրի կիրարկմանը, ինչպես նաև Արևելյան գործընկերությանն առնչվող հարցեր: Իհարկե, մենք նաև անդրադառնալու ենք կյանքի տարբեր բնագավառների վրա COVID-19 համավարակի ունեցած բացասական հետևանքների և դրանց հաղթահարմանն առնչվող հարցերի:

Անդրադարձ է կատարվելու մեր բարեփոխումների օրակարգին, այդ թվում՝ ժողովրդավարությանը, իրավունքի գերակայությանը և մարդու իրավունքների պաշտպանությանը: Անդրադառնալու ենք նաև համագործակցությանը տարբեր ոլորտներում, ինչպիսիք ենք՝ քաղաքական երկխոսությունը, առևտրատնտեսական, կրթության, տրանսպորտի, էներգետիկ և բնապահպանության ոլորտները:

Ցանկանում եմ գոհունակությամբ ընդգծել, որ Գործընկերության խորհրդի նախորդ հանդիպումից ի վեր ԵՄ անդամ բոլոր երկրները՝ բացի մեկ երկրից, արդեն իսկ տեղեկացրել են Համապարփակ և ընդլայնված գործընկերության համաձայնագիրը վավերացնելու մասին։ Հայաստանը մշակել է այն դրույթների կյանքի կոչման ճանապարհային քարտեզը, որոնք դեռևս ուժի մեջ չեն մտել: Ակնկալում ենք, որ ՀԸԳՀ շուտով ամբողջապես կվավերացվի և ուժի մեջ կմտնի, որի արդյունքում մեր համագործակցության արդյունքները կհամալրվեն և կբազմապատկվեն՝ ի շահ Հայաստանի Հանրապետության ժողովրդի:

Իհարկե, մեր քննարկման առանցքում են լինելու տարածաշրջանային խնդիրները և պատերազմն Արցախում, երբ Ադրբեջանը մարտահրավեր նետեց Արևելյան գործընկերության հիմքում ընկած արժեքներին, մեր ընդհանուր երվրոպական արժեքներին: Ադրբեջանը բացահայտ խախտել է իր միջազգային պարտավորությունները՝ ուժ կիրառելով Արցախի ժողովրդի ինքնորոշման իրավունքի դեմ, դիտավորյալ թիրախավորելով քաղաքացիական բնակչությանը և քաղաքացիական կենսապահովման ենթակառուցվածքները, իրականացնելով պարբերական բնույթ կրող հրեշավոր պատերազմական հանցագործություններ, թիրախավորելով ոչ միայն Արցախի բնիկ ժողովրդին, այլև մեր հարուստ մշակութային և կրոնական ժառանգությունը՝ դրանով իսկ ակնհայտորեն ի ցույց դնելով իր ցեղասպան մտադրությունը` վերացնելու տարածաշրջանում Հայաստանի  հազարամյա ներկայության հետքերը:

Դուք գիտեք, որ այս ագրեսիան, որն իրականացվել է Թուրքիայի ուղղակի աջակցությամբ, ընդհանուր առմամբ խաթարել է խաղաղությունն ու անվտանգությունը Հարավային Կովկասում: Այն նաև վկայնում է այն մասին, որ Ադրբեջանն ու Թուրքիան ստեղծել են Արևելյան հարևանության տարածաշրջանում հակամարտությունների հասցեագրման նախադեպ:

Եվ այս առումով մենք կցանկանայինք լսել այս վերջին ագրեսիայի և տարածաշրջանային կայունության վրա վերջինիս ազդեցության վերաբերյալ Եվրամիության մեր գործընկերների կարծիքը:

Ադրբեջանի ագրեսիվ և ցինիկ վարքագիծն անընդունելի է և պետք է դատապարտվի, քանի որ այն հարցականի տակ է դնում Արևելյան գործընկերության առանցքային արժեքները:

Մենք նաև ցանկանում ենք լսել այս ագրեսիայի հետևանքների հասցեագրման գործում Եվրամիության դերի մասին, մասնավորապես՝ հումանիտար ճգնաժամի տեղում հաղթահարման հարցում»։
