Ադրբեջանի նախագահ Իլհամ Ալիևը սուր քննադատության է ենթարկել ԵԱՀԿ Մինսկի խմբին՝ արցախյան հակամարտության լուծման անկարողության պատճառով: Ալիևը Փարիզի և Վաշինգտոնի ներկայացուցիչներին ասել է, որ նրանց չի հրավիրել Բաքու, բայց դեմ չէ նրանց հետ հանդիպմանը: Ո՞վ է կանգնած Ալիևի կոշտ հայտարարությունների ետևում, և ինչու՞ չի Ադրբեջանը վախենում ԱՄՆ-ի և Ֆրանսիայի հետ հարաբերությունները փչացնելուց: Ալեքսեյ Նեչաևի հեղինակած հոդվածը վերցրել ենք vz.ru կայքից:
Վերը նշվածից բացի, Ալիևը նաև ասել է, որ Ադրբեջանը կարգավորել է շուրջ 30 տարի շարունակվող հակամարտությունը՝ դրան հասնելով ուժային ճանապարհով և քաղաքական միջոցներով: Նա շեշտել է, որ «Հայաստանը հարկադրված էր` ստորագրել կապիտուլյացիայի ակտը, Երևանն ինքնակամորեն երբեք չէր ստորագրի»:
- Նրանց մե՛նք ստիպեցինք, և ոչ՝ Մինսկի խումբը: Մե՛նք և նախագահ Պուտինը: Սա է իրականությունը: Եթե նախագահ Պուտինի միջամտությունը և ջանքերը չլինեին, այսօր, հնարավոր է, իրավիճակն այլ լիներ,- ասել է Ալիևը, - Փաշինյանն ասաց, որ «Ղարաբաղը Հայաստան է»: Նա սխալ գործեց և ստացավ արժանի պատիժը: Նա արժանի է այս նվաստացմանը»:
Ի պատասխան՝ ԱՄՆ-ի և Ֆրանսիայի ներկայացուցիչները նշել են, որ հասկանում են՝ նոր իրավիճակ է ստեղծվել: Նրանք խոստացել են իրենց կառավարություններին տեղեկացնել Ալիևի դիրքորոշման մասին:
ԵԱՀԿ Մինսկի խմբի հետ Ալիևի հանդիպումն ուղեկցվել է Արցախում հրադադարի անսպասելի խախտումով. Հայաստանի պաշտպանության նախարարությունը հաղորդել է, որ Ադրբեջանը հարձակումներ է գործել Արցախի հարավում՝ Նոր Թաղեր և Խծաբերդ գյուղերի ուղղությամբ: Այնուհետև Ռուսաստանի ու Հայաստանի պաշտպանության նախարարները քննարկել են միջադեպը, իսկ Բաքուն հայտարարել է Արցախի անտառներում հարկադրված «հակաահաբեկչական գործողություններ» անցկացնելու մասին, ինչի արդյունքում չորս մարդ է զոհվել:
Ռուսաստանի միջազգային գործերի խորհրդի գործադիր տնօրեն Անդրեյ Կորտունովի կարծիքով, արևմտյան դիվանագետների հասցեին ուղղված՝ Ալիևի կոշտ տոնը և Արցախում ռազմական սրացման պատրաստությունը պայմանավորված են «հաղթողի գործոնով»:
- Հաղթողի դիրքից ցանկացած բանակցություն վարելը միշտ ավելի հեշտ է: Հետևաբար, Ալիևն իրեն կարող է թույլ տալ այն, ինչն իրեն չի կարող թույլ տալ Փաշինյանը», - համոզված է քաղաքագետը:
- Փարիզի և Վաշինգտոնի հանդեպ Ալիևի զայրույթը հասկանալի է: Վերջերս Ֆրանսիայի Սենատը Արցախի ճանաչման մասին բանաձև է ընդունել, իսկ ԱՄՆ-ում դեռ ուժեղ են հայկական շահերը ներկայացնող և պաշտպանող խմբերը: Ալիևը Մինսկի խմբի այս անդամներին անկանխակալ և օբյեկտիվ չի համարում: Այո, մի ժամանակ Բաքուն հույս ուներ, որ ԵԱՀԿ Մինսկի խումբը կարող է կարգավորել հակամարտությունը, սակայն նրանց ջանքերն անարդյունավետ եղան: Բացառությունը Ռուսաստանն էր, որը դրա համար մշտապես ավելի շատ ջանք է գործադրել: Այստեղ կարող ենք հիշել ինչպես հակամարտության կարգավորման Կազանի բանաձևը, այնպես էլ Մադրիդյան սկզբունքները, որոնք մշակվել են Մոսկվայի ակտիվ մասնակցությամբ,- պարզաբանել է Կորտունովը:
- Պետք է հաշվի առնել նաև Թուրքիայի գործոնը: Հիմա, ինչպես գիտենք, Փարիզը և Վաշինգտոնը Անկարայի հետ շատ բարդ հարաբերությունների մեջ են գտնվում: Ավելին, այդ դժվարությունները վերաբերում են ոչ միայն Արցախի խնդիրներին, այլև թուրքերին ռուսական Ս-400 համակարգերի մատակարարմանը, տարանցման հարցերին, գազի արդյունահանմանը, անօրինական միգրացիաներին և կրոնին: Թվում է, իր համար ոչ մի սպառնալիք չտեսնելով, Ալիևն անհրաժեշտ է համարել համերաշխություն ցուցաբերել Էրդողանին, ով այժմ ակտիվորեն դիմակայում է Արևմուտքին,- նշել է քաղաքագետը:
