SOCIETYՍեպտեմբերի 27-ի առավոտյան Արցախի ՊԲ–ն 15 րոպեում արդեն կորցրել էր հակաօդային ուժերի 50 տոկոսը, հրետանու՝ 40 տոկոսը: Այս մասին Meronq.am-ին տված հարցազրույցի ժամանակ Արցախի Անվտանգության խորհրդի նախկին քարտուղար Սամվել Բաբայանը:
Նա նշել է, որ հակառակորդն ուներ սպուտնիկներ, նկարահանող ԱԹՍ-ներ, ամբողջ կոորդինատները հաղորդում էին: «Մենք պետք է այդ հնարավորությունից իրեն զրկեինք: Ես ուզում եմ մեր հասարակությունը տեղյակ լինի, որ հրետանու 40 տոկոսը կորցնելը մեծ աղետ է, հակաօդայինն էլ՝ 50 տոկոսը։ Հրետանին ամբողջ ռազմաճակատում կարկուտի պես թափվել է, ինչպես ասել էի, բայց գլխավոր երկու ուղղությամբ՝ Թալիշ-Մատաղիս ու Հորադիս»,- ասել է նա և նշեց, որ չորս-հինգ օր անց հակառակորդը ճեղքում է հարավային ուղղությունն ու չորս-հինգ ուղղությամբ սկսում ծավալվել, մի քանի օր անց զարգացնում է գրոհները։
«Հիմա, երբ գեներալներն իրար մեղադրում են, մեղքը գցում են մեկը մյուսի վրա, քաղաքականացնում են, որ վերևներից է որոշվել, դա ինձ համար ծանոթ է 1992-ից, երբ պարտվում էին՝ նույն ձևով բոլորը մեղավոր են, դավաճան են: Բայց պարզ ճշմարտություն կա, որ պետք է կազմակերպել այն, ինչ հնարավոր է»,- ասել է Սամվել Բաբայանը:
Նա նշել է, որ Ղարաբաղը պիտի հավաքեր ամբողջ ռեսուրսը` 17 500 պահեստազորի ռեսուրս, առաջին փուլը 90 տոկոսով կատարվել է, որից հետո չի կատարվել:
«Պետությունն անմիջապես պետք է պատերազմական ռելսերի վրա դրվեր, չի կատարվել դա։ Երկրորդը՝ ազատ տեղաշարժ է եղել, ինչը ամենամեծ սխալն է եղել։ Ես Հայաստանի վարչապետին եմ ասել, որ դա անթույլատրելի է, քանի որ եթե ղարաբաղցին Ղարաբաղում չի մնում, չի կռվում, ապա որքան էլ մենք անենք, չի ստացվելու»,- ասել է նա և նշել, որ 8000-ից 3000-ը բացակայել են: Նա նաև նշել է, որ Հայաստանը, որ պետք է տար 11 000 պահեստազորային ռեսուրս, տվել է 6–7000, որի մեծ մասն էլի չի կարողացել կատարել խնդիրը:
Սամվել Բաբայանն ասել է, որ սպայական կազմի 70 տոկոսից ավելի իրենց տեղերում չէին որակապես: «Ջալալ Հարությունյանը պարտադրված էր պատերազմի ընթացքում 19 տարեկան երեխայի լեյտենանտ տալ վաշտում հրամանատար նշանակելու համար»- ասել է նա և նշեց, որ դա խոսում է վերջին տասը տարվա կադրային քաղաքականության մասին:
«Վերջին տասը տարում ով եղել է շտաբի պետ, հրամանատար մինչ օրս, բոլորը պատասխանատու են։ Ես ռազմական դատախազությանը կառաջարկեի վարույթ բացել պետության դավաճանության հոդվածով և քննեին»,- ասել է նա։
