Հայտարարությունում ասվում է.

«Քաղաքամայր Երեւանում մեր լուսավոր երիտասարդության նախաձեռնությամբ ժողովուրդը ոտքի է կանգնել հանուն իր ազգային եւ մարդկային արժանապատվության:

Կեղեքիչ ռեժիմը իր վայրագ բնույթին համապատասխան փորձեց ուժի ու բռնության միջոցով վախեցնել մեր երիտասարդներին, բայց հանդիպեց շատ ավելի հզոր դիմադրության եւ նահանջեց:

Սակայն այդ նահանջը խաբուսիկ է ու ժամանակավոր: Հակառակորդը ժամանակ է շահում իր ուժերը վերադասավորելու եւ մեզ թուլացնելու ու հակագրոհի անցնելու համար:

Երբեք չմոռանանք, որ այս անմարդկային եւ հակահայ ռեժիմը Մարտի 1-ի ծնունդ է: Նա գնդակահարում է մեր ժողովրդին, ջրցան մեքենայով օդ է շպրտում եւ ռետինե մահակներով դաժանաբար ծեծի է ենթարկում դեռահաս աղջիկներին:

Նման հակառակորդը միայն մեկ լեզու է հասկանում՝ պարտադրանքի լեզուն:

Պայքարը շարունակելու դեպքում հաղթանակը չի ուշանալու: Սակայն հակառակորդի դիմադրությունը վերջնականապես կոտրելու համար Բաղրամյան պողոտայում հավաքված ժողովուրդը կարիք ունի հանրապետության մարզերում բնակվող իր քույրերի եւ եղբայրների աջակցության:

Հիմնադիր խորհրդարանի քարտուղարությունը կոչ է անում հանրապետության բոլոր մարզերում, այդ թվում եւ առաջին հերթին՝ Արցախի մարզում բնակվող մեր հայրենակիցներին շտապել դեպի Երեւան, դեպի համազգային պայքարի կենտրոն դարձած Բաղրամյան պողոտա եւ միասնական ճնշումով ստիպել կեղեքիչ ռեժիմին ենթարկվելու ժողովրդի կամքին»:
