Չնայած Ադրբեջանի պետական ԶԼՄ-ների՝ Արցախի նկատմամբ կառավարման լիարժեք վերականգնման խոստումներին՝ երկրի քաղաքացիների շրջանում հնչում են հետևյալ հարցերը՝ ի՞նչ է լինելու Ստեփանակերտի, Մարտունու և Խոջալուի հետ, որոնք չեն գտնվում Ադրբեջանի կառավարության տակ:

Ադրբեջանի նախագահ Ալիևը խոստացել էր Հայաստանին ստիպել՝ ֆինանսապես փոխհատուցել պատերազմի ժամանակ հասցրած վնասները: Այդ խոստման ֆոնին ադրբեջանական և թուրքական ԶԼՄ-ները սկսել են, ֆինանսական փոխհատուցման հետ կապված, Զանգեզուրը Ադրբեջանին փոխանցելու առաջարկ հնչեցնել:

Ալիևը Նիկոլ Փաշինյանի հայտարարություններին ի պատասխան՝ նշել է, որ Ադրբեջանը ժամանակակից Հայաստանի որոշ տարածաշրջանների հետ ունի նույնպիսի պատմական կապ, ինչպիսին Հայաստանն՝ Արցախ հետ: Նման հռետորաբանության օգնությամբ Ադրբեջանը հասկացնում է, որ գերադասում է Հայաստանի հետ հետագա հարաբերությունները կառուցել ուժի դիրքից:

Ադրբեջանի ռազմական հաջողությունները հնարավորություն են տվել երկրի ներսում ամրապնդել Ալիևի իշխանությունը, որը պատերազմից առաջ անմխիթար վիճակում էր:
