Կաթողիկոսի ուղերձը ներկայացնում ենք ստորև․

«Հայ ժողովուրդը խոր տագնապի մեջ է. պարտված լինելու հոգեվիճակն անորոշության ու հուսահատության է մատնել։ Արդարև, մեր զավակների արյունով կերտված ու ծաղկած Արցախի մեծ մասը կորցրինք՝ չնայած մեր հերոս բանակի ցուցաբերած քաջ դիմադրության թուրք-ազերիական բանակին դեմ։

Կորցրեցինք նաև մեր ազգային արժանապատվությունն ու հպարտությունը։ Ունեցանք մեծաթիվ զոհեր, գերիներ, վիրավորներ և գաղթականներ։ Երկրագնդի տարածքում չկա որևէ հայ, որ ազգի մեծ կորստի տառապանքը չապրի։ Այս ահավոր ողբերգության մասին ժողովուրդը համապարփակ ու հստակ հաշվետվություն է պահանջում։  Գտնվում ենք անորոշության առաջ։

Մեր ժողովրդի զավակները Հայաստանում, Արցախում և Սփյուռքում իրենց արդար բողոքն ու ընդվզումն են արտահայտում Հայաստանի ու Ադրբեջանի միջև ստորագրված համաձայնության այնպիսի փաստաթղթի նկատմամբ, որն Արցախի կողքին նաև վտանգում է Հայաստանի հողային ամբողջականությունը, անվտանգությունն ու անկախությունը։

Փաստորեն Հայաստանը նմանվել է ահավոր փոթորկի մատնված անղեկ նավի։

Ճակատագրական այս պայմաններում մեր ժողովրդի միասնականությունն ավելի քան հրամայական է։ Պետք է հեռու մնանք բեւեռացումներ առաջացնող, պառակտումներ ստեղծող, անհանդուրժողականության ոգին սերմանող մոտեցումներից ու արարքներից։ Մեր ժողովրդի ներքին միասնականությունն ու հավաքական կամքը պետք է վաղվա հզոր Հայաստանի ու Արցախի երաշխիքը դառնան։

Մեր ժողովրդի հավաքական կամքը, մեր ժողովրդի ու հայրենիքի ընդհանրական ու գերագույն շահերը պետք է ամեն տեսակ նկրտումներից վեր մնան ու դառնան ճշտորոշիչ՝ մեր մտածումների, որոշումների ու գործերի համար։

Այս սկզբունքներից ու հանձնառությունից մղված՝ շուրջ երկու տարի առաջ ՀՀ վարչապետ Նիկոլ Փաշինյանը ստանձնեց Հայաստանի իշխանության ղեկը։ Ներկա ճգնաժամային պայմաններում կոչ ենք անում, որ նույն սկզբունքներից ու հանձնառությունից ելնելով՝ վարչապետ Փաշինյանը որոշի հրաժարվել վարչապետությունից՝ Ազգային ժողովին հնարավորություն տալով սահմանադրական կարգն ու գործընթացը հարգելով նոր վարչապետ ընտրել։

Մենք ակնկալում ենք, որ նոր ընտրված վարչապետի գլխավորությամբ կազմված համաձայնության անցումային կառավարությունն առաջնահերթ կլինի ԱԺ արտահերթ ընտրությունների շուտափույթ կազմակերպումը։

Աղոթում ենք Բարձրյալին, որ իր երկնային թագավորության մեջ ընդունի մեր նահատակներին, վիրավորներին շուտափույթ ապաքինում, գերիներին վերադարձ ու սգավոր ընտանիքներին մխիթարություն պարգևի, և մեր ազգն ու հայրենիքը հեռու պահի ամեն տեսակի չարից ու չարիքներից»։
