Ինչո՞ւ է սոցիալական աջակցության ցանկից բացակայում Բերձորը. Բերձորցիների բաց նամակը՝ կառավարությանը

Բերձորցիները բաց նամակով դիմել են ՀՀ կառավարությանը, ՀՀ աշխատանքի եւ սոցիալական հարցերի նախարարությանը:

Նամակում, մասնավորապես, ասվում է.

«Հարգարժան կառավարություն.

Հարգարժան նախարարություն.

Այս դժնի ու անհույս օրերին, հասկանալով ՀՀ-ում եւ ԱՀ-ում առկա իրավիճակը, այնուամենայնիվ, չկարողացանք զսպել մեր զարմանքը` ծանոթանալով ՀՀ կառավարության 21.11.2020թ. N 1820-Լ եւ 27.11.2020թ. N 1891-Լ որոշումներով սահմանված` Արցախում հաշվառված քաղաքացիներին աջակցության միջոցառմանը, ավելի ճիշտ, որոշման ՑԱՆԿԻՆ, որով սահմանվում են բնակավայրերը, որոնց բնակիչները կարող են օգտվել աջակցության ծրագրից:

Այսպիսով, նշված ցանկից բացակայում է Բերձորը: Դա, առնվազն, զարմանք է հարուցում, քանի որ ոչ մի տրամաբանություն չկա Բերձորն այդ ցանկում չներառելու մեջ: Ի՞նչ է, ըստ ձեզ, Բերձորից տեղահանվածները չունե՞ն բնակարանային, առողջապահական, կոմունալ ծառայությունների կարիքներ, բերձորցիները չպիտի՞ վճարեն իրենց բնակվարձերը, թե՞ կորոնավիրուսն է մեզ շրջանցելու հատուկ հանձնարարական ստացել: Այսինքն, եթե կա կառավարության որոշում, որով սահմանված միջոցառման նպատակն է.

1.Միջոցառման նպատակը Ադրբեջանի կողմից 2020 թվականի սեպտեմբերի 27-ին սանձազերծված պատերազմի հետեւանքով տեղահանված Արցախի քաղաքացիներին սոցիալական աջակցության տրամադրումն է:

Տարրական տրամաբանությունը հուշում է, որ կառավարության որոշման ցանկում Բերձորի չընդգրկվելը կարող է ունենալ միայն ու միայն ներքոնշյալ պատճառներից որեւէ մեկը.

ա)բերձորցիներին Արցախի քաղաքացի չեք համարում, 

բ)բերձորցիները չեն տեղահանվել, 

գ)բերձորցիները տեղահանվել են, բայց ո՛չ պատերազմի հետեւանքով:

Այսպիսով, քանի որ վերոնշյալ պատճառներից ոչ մեկը ճշմարիտ չէ, մնում է ենթադրել, հարգարժան բարձրաստիճան տիկնայք եւ պարոնայք, որ դուք որոշել եք ընդամենը խնայողություն կատարել բերձորցիների հաշվին` հօգուտ որոշ (հասարակությանը ոչ անհայտ) ֆոնդերի: Ցավալի է, շատ ցավալի, որ հաշվի չեք առել անգամ այն հանգամանքը, որ բզկտված, վերահառնած, ապա նորից բզկտված Բերձորը ողջ Հայաստանից հետ չի մնացել պատերազմին իր մասնակցությամբ: Ավելին, պատերազմի առաջին իսկ օրից Բերձորի որդիները եղել են ճակատի առաջնագծում:

Եվ հիմա, ի՞նչն է պատճառը, որ դուք հանրային դժգոհության նման իրավիճակում ձեր դեմ եք տրամադրում հարյուրավոր բերձորցիների, որոնք տարիներ շարունակ եղել են մեր պետության օրինապահ քաղաքացիներ եւ կատարել են իրենց պարտքը պետության հանդեպ:
