Ադրբեջանի նախագահ Իլհամ Ալիևը ժողովրդին ուղղված ուղերձում խոսելով Լեռնային Ղարաբաղի շուրջ վերջին զարգացումների մասին, նշել է, որ ՀՀ-ն Արցախին կապող Լաչինի (Քաշաթաղի) միջանցքը նախապես առաջարկվել է թողնել 30 կմ լայնությամբ, սակայն իր անհամաձայնության շնորհիվ դրա լայնությունը դարձել է 5 կմ: Այս մասին գրում է moscow-baku.ru կայքը:
«Հայտարարության սկզբնական տարբերակում մեզ առաջարկվել էր, որ Լաչինի միջանցքի լայնությունը լինի 30 կիլոմետր: Ես կտրականապես դեմ էի դրան և ասել եմ, որ հայկական կողմի այս պնդումները բացարձակապես անհիմն են: Միջանցքի շրջանակում անվտանգության միջոցառումներ ապահովելու համար այդպիսի լայն միջանցքի կարիք չկա: Ուստի ես սա համարել եմ բացարձակապես անընդունելի առաջարկ և արտահայտել եմ իմ կարծիքը: Այնուհետև, երկրորդ տարբերակում նախատեսվում էր, որ Լաչինի միջանցքի լայնությունը կկազմի 10 կիլոմետր: Ես սրան էլ համաձայնություն չեմ տվել, արդյունքում համաձայնություն է ձեռք բերվել 5 կիլոմետր լայնությամբ միջանցքի շուրջ: 5 կմ լայնությամբ միջանցքը բավարար է ինչպես մեզ, այնպես էլ Լեռնային Ղարաբաղում բնակվող հայերի, ինչպես նաև անվտանգության ապահովման համար»,-ասել է Ալիևը:
Նա նշել է նաև, որ հայտարարության սկզբնական տարբերակում միջանցքը մնալու էր հայկական ուժերի վերահսկողության տակ, սակայն իր՝ դեմ լինելու պատճառով միջանցքն անցել է ռուս խաղաղապահների հսկողության տակ:
Ալիևը հավելել է, որ մոտ երեսուն տարի ընթացող բանակցությունների ժամանակ Քաշաթաղի շրջանի վերդարձն Ադրբեջանին, հատկապես միջանցքի հետ կապված հարցը, միշտ քննարկվել է որպես շատ կարևոր և առանձին թեմա:
«Հայկական կողմն առհասարակ գտնում էր, որ Լաչինի ամբողջ շրջանը պետք է իրեն տրվեր որպես միջանցք: Ցավոք, որոշ արևմտյան շրջանակներ աջակցում էին այդ դիրքորոշմանը»,-եզրափակել է Ալիևը:
