ՏԵՍԱՆՅՈՒԹ. Նոր փոփոխություն. ևս երկու տարի ՀՀ քաղաքացիները կարող են հին նմուշի անձնագրեր ստանալ

Դեկտեմբերի 3-ին Աժ պետաիրավական հարցերի մշտական հանձնաժողովը քննարկելու է մի նախագիծ, որով  «ՀՀ քաղաքացու անձնագրի մասին» եւ «Նույնականացման քարտերի մասին» ՀՀ օրենքներով սահմանված` ՀՀ կառավարության 1998 թվականի դեկտեմբերի 25-ի N 821 որոշմամբ նախատեսված անձնագրերի տրամադրման ժամկետը կրկին կերկարաձգվի` 2021 թվականի հունվարի 1-ի փոխարեն սահմանելով մինչեւ 2022 թվականի հունվարի 1-ը` ՀՀ քաղաքացիների անձը հաստատող փաստաթուղթ ունենալու իրավունքը երաշխավորելու նպատակով:

Բանն այն է, որ դեռևս  2017 թվականի հունվարի 1-ին ավարտվել է Հայաստանի Հանրապետությանը կենսաչափական անձնագրերի եւ նույնականացման քարտերի համակարգը սպասարկող եւ բլանկներ մատակարարող լեհական ընկերության հետ կնքված պայմանագրի ժամկետը, ինչով պայմանավորված հայտարարվել է նոր մրցույթ` Հայաստանի Հանրապետությունում կենսաչափական անձնագրերի եւ նույնականացման քարտերի թողարկման, արդիականացված հանրային հավաստագրերի ենթակառուցվածքի ավտոմատացված համակարգի ներդրման, սպասարկման եւ փոխանցման նպատակով կոնցեսիայի պայմանագիր կնքելու իրավունք շնորհելու համար:

Մինչ մրցույթի ավարտը ՀՀ քաղաքացիների անձը հաստատող փաստաթուղթ ունենալու եւ նրանց իրավունքների իրացմանը չխոչընդոտելու համար «ՀՀ քաղաքացու անձնագրի մասին» եւ «Նույնականացման քարտերի մասին» ՀՀ օրենքում 2019 թվականի ապրիլի 23-ին կատարվել են փոփոխություններ, որոնց արդյունքում ՀՀ քաղաքացիներին հնարավորություն է ընձեռնվել մինչեւ 2021 թվականի հունվարի 1-ը, կենսաչափական տվյալներ պարունակող անձը հաստատող փաստաթղթերից բացի, ստանալ նաեւ ՀՀ կառավարության 1998 թվականի դեկտեմբերի 25-ի N 821 որոշմամբ նախատեսված հին նմուշի անձնագիրը:

Ներկայումս մրցութային գործընթացը դեռեւս ընթացքի մեջ է եւ նոր կորոնավիրուսային հիվանդության (COVID-19) տարածման արդյունքում ամբողջ աշխարհում իրականացվող կանխարգելիչ միջոցառումներով պայմանավորված կարող է ձգձգվել` կապված համապատասխան կազմակերպությունների կողմից մրցույթին մասնակցելու հայտ ներկայացնելու անհնարինության հետ: Բացի այդ, մրցույթը կայանալու, հաղթող կազմակերպության հետ պայմանագիր կնքելու, կենսաչափական անձը հաստատող փաստաթղթերի բլանկները թողարկելու, մատակարարելու եւ համակարգը վերջնական գործարկելու ու լիարժեք սպասարկում իրականացնելու համար եւս կպահանջվի տեւական ժամանակ, ուստի անհրաժեշտ է «ՀՀ քաղաքացու անձնագրի մասին» եւ «Նույնականացման քարտերի մասին» ՀՀ օրենքներով սահմանված` ՀՀ կառավարության 1998 թվականի դեկտեմբերի 25-ի N 821 որոշմամբ նախատեսված անձնագրերի տրամադրման ժամկետը կրկին երկարաձգել` 2021 թվականի հունվարի 1-ի փոխարեն սահմանելով մինչեւ 2022 թվականի հունվարի 1-ը, որպեսզի մինչեւ նոր համակարգի ամբողջությամբ ներդրումը եւ փաստաթղթերի բլանկների ձեռք բերումը հնարավոր լինի ապահովել ՀՀ քաղաքացիների անձը հաստատող փաստաթուղթ ունենալու իրավունքը:
