«Քանի որ կառավարություն այլեւս չկա՝ այստեղ գրեմ։
Սոցիալական տիրույթում հաճախ տեսնում եմ պատերազմի ընթացքում վերջույթները կորցրած զինվորականների լուսանկարներ, որոնք ունեն պրոտեզավորման խնդիր։
Այս կարեւոր հարցը հանրային նախաձեռնություններով չի լուծվի։ Մի քանիսին գուցե ստացվի օգնել, բայց ոչ բոլոր կարիքավորներին։
Անեմ շատ հստակ առաջարկ։
Մի արտասահմանյան որակյալ պրոտեզի գինը մոտ 10-12 000 ԱՄՆ դոլար է։ Իմ նախնական հաշվարկներով պատերազմի ընթացքում նման խնդիրներ ունեցողների թիվը՝ մոտ 2 000 (ավելի ստույգ վիճակագրիւթյան կարիք կա, իհարկե)։
Պրոտեզների հատկացման, սպասարկման կենտրոնացված ծառայություն է պետք նաեւ։ Ընդհանուր մոտ 26-28 մլն ԱՄՆ դոլար։
Անհրաժեշտ գումարի աղբյուրն էլ ասեմ։ 2020 թվականի պետական բյուջեի նախագծով նախատեսված է մոտ 18.8 մլրդ դրամի պարգեւավճար, այսինքն մոտ 35 մլն ԱՄՆ դոլար։
Գալիք իշխանությունները պարտավոր են հանել պարգեւավճարների ահռելի փողը ու տանել նոր պետական առողջապահական ծրագրի տակ։
