ԵՄ-ն ստիպելու է Թուրքիային ընդունել ՆԱՏՕ-ի բարեփոխումների ծրագիրը

ԵՄ-ի և ՆԱՏՕ-ի  միջև հարաբերություններն ամրապնդելու և վետոների դրման գործընթացը բարդացնելու նպատակով  անդամ երկրներին ներկայացվել է բարեփոխումների նոր ծրագիր։ Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին հայտնում է DemokratHaber լրատվական կայքը, վկայակոչելով գերմանական լրատվական գործակալությունները։

Ֆրանսիայի նախագահ Էմանուել Մակրոնի կողմից ՆԱՏՕ-ի ուղեղի մահվան մասին հայտարարությունից մեկ տարի անց պատրաստ է բարեփոխման նախագիծը, որի նպատակն է «նոր կյանք» տալ դաշինքին: Գերմանական DPA լրատվական գործակալությունը հայտարարել է, որ Գերմանիայի արտաքին գործերի նախարար Հեյկո Մաասի նախաձեռնությամբ ստեղծված փորձագետների հանձնաժողովը, որի կազմում էին նախկին նախարարներ և դիվանագետներ, ավարտել է բարեփոխումների նախագծի զեկույցը:

Բարեփոխումների նախագիծը, որը բաղկացած է 140 կոնկրետ առաջարկներից, ուղարկվել է ՆԱՏՕ-ի անդամ 30 երկրների և քննարկվելու է Բրյուսելում դեկտեմբերի 1-2-ին կայանալիք  ՆԱՏՕ-ի արտգործնախարարների հանդիպմանը։ Նախագիծը ներառում է այնպիսի առաջարկություններ, ինչպիսիք են`անվտանգության սպառնալիքների  կամ միջազգային ճգնաժամների նկատմամբ արագ քաղաքական արձագանքների մեխանիզմների ստեղծումը, անդամ երկրների նախարարների կողմից հաճախակի հանդիպումների իրականացումը, որոնք կօգնեն անդամ երկրներին գնալ ավելի սերտ համագործակցության։ Նախագիծը ունի նաև առաջարկներ, որոնք սպասվում է, որ առաջացնելու են թուրքերի դժգոհությունը, և նույնիսկ կարող են արգելափակվել նրանց կողմից։ Ըստ գերմանացի վերլուծաբանների, Եվրամիության ճնշումների ներքո ի վերջո Թուրքիան ստիպված է լինելու ընդունել այդ առաջարկությունները։

Ըստ Deutsche Welle Türkçe-ի կազմած զեկույցի, բարեփոխումների ծրագրի մեջ կա նաև այնպիսի կետ, որով առաջարկվում է  հյուսիսատլանտյան դաշինքի անդամ չհանդիսացող ԵՄ երկրների և կառավարությունների ղեկավարներին հնարավորություն տալ մասնակցել ՆԱՏՕ-ի գագաթնաժողովների շրջանակներում  իրականացվող քննարկումներին: Այս առաջարկի նպատակը ԵՄ-ի և ՆԱՏՕ-ի միջև համագործակցության հետագա ամրապնդումն է, սակայն, թվում է թե անխուսափելի է այն փաստը, որ կիպրական խնդրի պատճառով Թուրքիան այս առաջարկի վրա վետո է դնելու: Թուրքիան չի ճանաչում Կիպրոսի Հանրապետությունը, և օգտագործում է «Հարավային Կիպրոսի հունական ղեկավարություն» անվանումը։ ԵՄ-ն վերջերս լքած Բրիտանիան նույնպես այդքան էլ կողմ չէ ՆԱՏՕ-ԵՄ  մերձեցման պլանին: ԵՄ երկրները, որոնք ՆԱՏՕ-ի անդամ չեն՝ Հարավային Կիպրոսն է, Ավստրիան, Ֆինլանդիան, Իռլանդիան, Մալթան և Շվեդիան:

Անկարան նախկինում ևս  աչքի է ընկել նման առաջարկների արգելափակման գործում։2017թ․-ին նա արգելափակել էր Ավստրիայի ընդգրկումը ՆԱՏՕ-ի գործընկերության ծրագրերում ՝ Վիեննայի հետ ունեցած քաղաքական լարվածության պատճառով: Բացի այդ ակնկալվում է, որ Թուրքիայից բացի նաև Հունգարիան դուրս կգա դաշինքի անդամ երկրների որոշումներին վետո սահմանելը բարդացնելու առաջարկի դեմ։
