Մեզ են հասնում լուրեր առ այն, որ Ադրբեջանի իշխանությունը ծրագրում է հաղթական շքերթ, որտեղ պատրաստվում է քայլերթի հանել նաև հայ ռազմագերիներին։
Սիրելի՛ հայրենակիցներ,
Տեղեկացնում եմ, որ հայ ռազմագերիների վերաբերյալ հետևյալ բովանդակությամբ նամակն իմ կողմից ուղարկվել է՝
- ՄԱԿ-ի գլխավոր քարտուղար Անտոնիո Գուտերեշին,
- ԿԽՄԿ նախագահ Փեթեր Մաուրերին,
- ԵԽ գլխավոր քարտուղար Մարիա Պեյչինովիչ Բուրիչին,
- ԵԽԽՎ նախագահ Ռիք Դամսին։
«Ձեզ եմ դիմում՝ ակնկալելով անհապաղ գործողություններ՝ պաշտպանելու համար Ադրբեջանում գտնվող հայ ռազմագերիների կոնվենցիոնալ իրավունքները։
Մասնավորապես՝ մեզ են հասնում լուրեր առ այն, որ Ադրբեջանի իշխանությունը ծրագրում է հաղթական շքերթ, որտեղ պատրաստվում է քայլերթի հանել նաև հայ ռազմագերիներին։
Այս տեղեկությունները սարսուռ են առաջացնում։ Եթե այս ենթադրությունները համապատասխանում են իրականությանը, ապա Ադրբեջանի գործողություններն անցնում են քաղաքակիրթ պետությանը վերագրելի ցանկացած թույլատրելի սահման։
Նման քայլն արգելված է «Ռազմագերիների հետ վարվելակերպի մասին» 1949թ. Ժնևի կոնվենցիայով, որի 13-րդ և 14-րդ հոդվածների համաձայն՝
- Ռազմագերիները հավասարապես պետք է մշտապես օգտվեն պաշտպանությունից և, մասնավորապես, բռնության կամ ահաբեկման, ամեն տեսակի ակտերից, վիրավորանքից և ամբոխի հետաքրքրասիրությունից:
- Ցանկացած հանգամանքներում ռազմագերիներն ունեն իրենց անձի և պատվի նկատմամբ հարգանքի իրավունք:
Ընդ որում, նույն կոնվենցիայի ընդհանուր դրույթների ուժով՝
Բարձր Պայմանավորվող Կողմերը պարտավորվում են ցանկացած հանգամանքներում պահպանել և ստիպել պահպանելու սույն կոնվենցիան (եթե կոնֆլիկտի մեջ մտնող տերություններից մեկը չի հանդիսանում սույն Կոնվենցիայի մասնակից, այնուամենայնիվ, դրա մասնակից տերություններն իրենց փոխհարաբերություններում կմնան Կոնվենցիայով կապված:
Դրանից բացի, նրանք Կոնվենցիայով կապված կլինեն վերը նշված տերության վերաբերմամբ, եթե վերջինս ընդունում և կիրառում է Կոնվենցիայի դրույթները):
Հայցում ենք Ձեր անհապաղ միջամտությունը՝ ապահովելու համար հայ ռազմագերիների իրավունքների պաշտպանությունը՝ Կոնվենցիայի դրույթներին համապատասխան և թույլ չտալու Ադրբեջանի իշխանությունների կողմից հերթական պատերազմական հանցագործության իրագործումը։»
