Վարչապետը դժգոհություն հայտնեց երեք նախարարությունների աշխատանքից

Կառավարության նիստում ՀՀ վարչապետ Հովիկ Աբրահամյանն իր դժգոհությունը հայտնեց «Գյուղատնտեսական կոոպերատիվների մասին» և «Հայաստանի Հանրապետության քաղաքացիական օրենսգրքում փոփոխություն կատարելու մասին» Հայաստանի Հանրապետության օրենքներ ի նախագծերի փաթեթի շուրջ Էկոնոմիկայի, Գյուղատնտեսության և Արդարադատության նախարարությունների աշխատանքից: «Ես մանրամասն ասել եմ ու հորդորում եմ կառավարության բոլոր անդամներին, որպեսզի ևս մեկ անգամ գույքագրեն իրենց պարտավորությունները, որպեսզի մենք հետո ավելի տհաճ խոսակցություններ չունենանք»,- ասաց վարչապետը: Նրա դժգոհությունը կապված է այն հանգամանքի հետ, որ խորհրդարանի աշնանային նստաշրջանն ավարտվում է, այնինչ` կառավարությունը պետք է դիմի ԱԺ-ին՝ օրենքի նախագիծը երեք ընթերցմամբ հաստատելու համար, ինչը, վ արչապետի գնահատմամբ, շատ վատ է։ 

Միաժամանակ, կառավարությունը հաստատեց վերը նշված օրենքների նախագծերի փաթեթը։ ՀՀ գյուղատնտեսության նախարար Սերգո Կարապետյանը նշեց, որ վերջին տարիներին գյուղատնտեսությունում գրանցված որոշակի դրական տեղաշարժերի հետ մեկտեղ, ոլորտում բնատնտեսական ներուժի օգտագործման մակարդակը դեռևս բավականին ցածր է, որի հիմնական պատճառներից մեկը հանրապետության գյուղացիական տնտեսությունների փոքր չափերն են և տնտեսությունների համատեղ գործունեության ձեռնարկ ումների դանդաղ ընթացքը:

«Անհրաժեշտություն է առաջանում տարբեր լծակներով և մեխանիզմներով խթանել համատեղ տնտեսավարման զարգացումը, գյուղատնտեսական կոոպերատիվների կազմակերպման միջոցառումների իրականացումը»,- ասաց նախարարը։

Հաշվի առնելով գյուղատնտեսության և գյուղատնտեսական կոոպերատիվների գործունեության առանձնահատկությունները, մշակվել է «Գյուղատնտեսական կոոպերատիվների մասին» ՀՀ օրենքի նախագիծը, որով պայմանավորված է ՀՀ Քաղաքացիական օրենսգրքում փոփոխություն կատարելու մասին ՀՀ օրենքի նախագծի մշակումը: Նախագծի ընդունումից և կիրառումից ակնկալվում է, որ կխթանվի գյուղատնտեսական կոոպերատիվների ձևավորումը, կբարձրանա գյուղացիական տնտեսությունների գործունեության արդյունավետությունը, տնտեսվարողների մրցունակությունը, երկրի պարենային անվտանգության մակարդակը: Կոոպերատիվների գործունեությունը կնպաստի նաև գյուղական համայնքների զարգացմանը։
