Լեռնային Ղարաբաղի մշակութային ժառանգության կոթողների ներկա վիճակը հարկավոր է գնահատել, ինչը կարող են անել միջազգային, այդ թվում նաև ռուս փորձագետները, որոնք Սիրիայում աշխատելու փորձ ունեն։

Այս մասին «ՌԻԱ Նովոստի»-ի հետ զրույցում ասել է Լիխաչովի անվան Բնական ու մշակութային ժառանգության ռուսական գիտահետազոտական ինստիտուտի համաշխարհային ժառանգության ու միջազգային համագործակցության բաժնի ղեկավար Նադեժդա Ֆիլատովան։

Ֆիլատովայի խոսքով՝ գոյություն ունի պրակտիկա, համաձայնի որի՝ ռիսկային բարձր գոտում գտնվող մշակութային տեսարժան վայրերը հայտնվում են ՅՈՒՆԵՍԿՕ-ի ուշադրության կենտրոնում՝ չհանդիսանալով համաշխարհային ժառանգության օբյեկտ։

Ինչպես նշում է մասնագետը, սա ծայրահեղ քայլ է լինում, որին դիմում են այն ժամանակ, երբ տեղի իշխանություններն ի վիճակի չեն լինում ապահովել հուշարձանների պահպանումը, ուստի անհրաժեշտ է լինում միջազգային միջամտություն։

«Ինչ վերաբերում է Լեռնային Ղարաբաղի քրիստոնեական մշակութային, գեղարվեստական ու ճարտարապետական ժառանգության հուշարձաններին, ապա հարկավոր է առաջին հերթին որոշել՝ արդյոք դրանք իսկապես վտանգված են։ Այժմ, երբ զինված բախումները տարածաշրջանում փաստացի դադարել են, շատ կարևոր է այդ օբյեկտների ներկայիս վիճակը գնահատելը հետագա որոշումների կայացման համար», - նշել է փորձագետը։

Նրա կարծիքով՝ լավագույն տարբերակը կլինի ՅՈՒՆԵՍԿՕ-ի և ԻԿՕՄՈՍ-ի համատեղ առաքելության ձևավորումը, որին կմասնակցեն նաև ռուս մասնագետները, որոնք արդեն բարդ իրավիճակներում աշխատելու փորձ են ձեռք բերել, մասնավորապես, Սիրիայում։

«Առաքելությունը պետք է մեկնի այնտեղ ու տեղում գնահատի այդ օբյեկտների ֆիզիկական վիճակն ու դրանց շուրջ ստեղծված իրավական հարաբերությունների համակարգը։ Առաքելության անդամները պետք է պատասխանեն այն հարցերին, թե ով է դրանց օգտագործողը, ով է պատասխանատվություն կրում այդ օբյեկտների պահպանման համար, կա արդյոք անհապաղ վերականգնման աշխատանքներ սկսելու անհրաժեշտություն, թե դրանք վթարային վիճակում չեն։ Երբ խնդիրների շրջանակը հասկանալի կլինի, հարկավոր է լինելու որոշել, թե հավելյալ ինչ մեխանիզմներ է անհրաժեշտ ներառել», - բացատրել է Ֆիլատովան։

Գործակալության զրուցակիցը նաև հավելել է, որ առաքելությունը կարող է խորհուրդներ տալ հետագայում հուշարձանների կառավարման ապահովման վերաբերյալ, ինչպես նաև Ադրբեջանի կառավարության հետ մշակել դրանց պահպանման ու գործածության ճանապարհային քարտեզ։ Միջազգային փաստաթղթի տեսքով ճանապարհային այդ քարտեզի ստեղծումը կնշանակի միջազգային պարտավորությունների ստանձնում, որին պետք է հետևեն բոլոր կողմերը, ինչն էլ Լեռնային Ղարաբաղի քրիստոնեական մշակութային ժառանգության պահպանման հավելյալ երաշխիք կհանդիսանա։
