Գործարար Վահրամ Միրաքյանն իր էջում գրում է.
«Նոյեմբերի 21 ին կառավարության որոշումը դուրս եկավ, ըստ որի նշվում էր Ադրբեջանի օկուպացված կամ խաղաղ ճանապարհով Ադրբեջանին հանձնվող հայկական բնակավայրերի ցանկը (որոշումը մեկնաբանությունում): Այս որոշման խնդիրներն են.
1.Նշված է 121 համայնքի անուն, բայց իրականում 181 գյուղ և քաղաք է անցնում Ադրբեջանին: Կառավարության որոշման մեջ նշված են խոշորացված համայնքների անունները, ինչի արդյունքում 51 գյուղի անուն չի նշվել: Նկարում տեղադրած քարտեզում որոշումում չնշված գյուղերը, որոնք անցնելու են Ադրբեջանին, դեղինով են ներկված: 181 գյուղ ու քաղաք անցնում է Ադրբեջանին: Համեմատության համար ու աղետի մասշտաբը պատկերացնելու համար ասեմ, որ ՀՀ-ն մոտ 950 գյուղ ունի: Ճիշտ է, Արցախի գյուղերի մի մասը շատ փոքր են, բայց ամեն դեպքում, 181 բնակավայր, որոնց մի մասն արդեն Ադրբեջանի վերահսկողության տակ են, մյուս մասն էլ շուտով կհանձնվի Ադրբեջանին:
2.Կառավարության որոշումում սխալ է ձևակերպված ոչ թե բնակավայրերը անցել են Ադրբեջանի տիրապետության տակ, այլ Ադրբեջանը ռազմական օկուպացիա է նախաձեռնել և ռազմական ճանապաչհով գրավել....: Իրավական ճիշտ ձևակերպումները շատ կարևոր են, հատկապես հետագա պայքարի համատեքստում:
3.Կառավարության որոշումում կա Չարեկթարի ու Ակնաբերդի անունը, որոնք չեն տեղավորվում որոշման տրամաբանությունում: Օրինակ, Ակնաբերդը չգիտես ինչու ժամանակին միացվել է Շահումյանի շրջանին, բայց ԼՂԻՄ-ի կազմում եղել է Մրտակերտի շրջանում (Ակնաբերդի դիրքը տեսեք կից քարտեզում): Ակնաբերդը, եթե հանձնվեց Ադրբեջանին, նշանակում է, որ Ադրբեջանին կանցնի ողջ Սարսանդի ջրամբարը, իր հարակից գյուղերով: Ադրբեջանին հանձնվում են տարածքներ, ելնելով ԼՂԻՄ քարտեզի տրամաբանությունից, պլյուս Հադրութն ու Շուշին, այդ դեպքում ինչու՞ է հանձնվում ԼՂԻՄ ի Մարտակերտի շրջանի Ակնաբերդ գյուղը:
Էս պահին դիրքերի վերադասավորում է ընթանում, ինչի հիման վրա ընթանալու է հաջորդ պատերազմը: Դրա համար Ադրբեջանը, օգտվելով ատիթից, որ հայկական կողմում խառնաշփոթ է, ԱԳՆ-ն, բանակը խառն են, ամեն գնով փորձելու է մի բլուր, մի դաշտ, մի գյուղ ավել վերցնել: Մի տեղ հաջողվում է, մյուս տեղում չի հաջողվում, բայց պետք է ընդունենք, որ ճակատամարտն է ավարտվել, ոչ թե պատերազմը, հետևաբար էս պահին շատ կարևոր է հնարավորինս հարմար բարձրունքներ ու դիրքեր պահել հայկական ազդեցության տակ:
