ԱՄՆ-ը 5 մլն դոլար է հատկացնում ԼՂ-ում տուժածներին օգնելու համար

ԱՄՆ պետքարտուղար Մայք Պոմպեոն հայտարարություն է տարածել, որը ներկայացնում ենք ստորև․
«Միացյալ Նահանգները ողջունում է Հայաստանի և Ադրբեջանի միջև ռազմական գործողությունների դադարեցումը և
հայտարարում է նոր օգնության մասին ՝ Լեռնային Ղարաբաղի հումանիտար արտակարգ իրավիճակին աջակցելու համար։
Միացյալ Նահանգները ողջունում է Հայաստանի և Ադրբեջանի միջև ակտիվ ռազմական գործողությունների դադարեցումը։ Վերջին ռազմական գործողությունների սկզբից ի վեր Միացյալ Նահանգները կոչ էր անում վերջ դնել բռնությանը և դատապարտել ռազմական էսկալացիան, որը հանգեցրել է զգալի զոհերի, այդ թվում ՝ քաղաքացիական բնակչության շրջանում: Մենք կրկին մեր ցավակցությունն ենք հայտնում զոհվածների և վիրավորների ընտանիքներին և կոչ ենք անում բոլոր կողմերին կատարել միջազգային իրավունքի, այդ թվում ՝ միջազգային մարդասիրական իրավունքի իրենց պարտավորությունները:
Վերջերս տեղի ունեցած ռազմական գործողությունների դադարեցումը միայն առաջին քայլն է Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորմանը բանակցությունների միջոցով հասնելու համար։ Մենք կողմերին կոչ ենք անում հնարավորինս արագ վերսկսել փոխգործակցությունը Եվրոպայի անվտանգության և համագործակցության կազմակերպության (ԵԱՀԿ) Մինսկի խմբի համանախագահների հետ ՝ հասնելու Լեռնային Ղարաբաղի հակամարտության կայուն և կայուն քաղաքական կարգավորմանը Հելսինկյան Եզրափակիչ ակտի սկզբունքների հիման վրա ՝ ուժի կամ ուժի սպառնալիքի չկիրառման, տարածքային ամբողջականության, ժողովուրդների ինքնորոշման և իրավահավասարության մասին: Որպես ԵԱՀԿ Մինսկի խմբի համանախագահ ՝ Միացյալ Նահանգները նախկինի պես ամբողջությամբ ներգրավված է այդ ջանքերում։
Մեր դիվանագիտական ներգրավմանը զուգահեռ, Միացյալ Նահանգները տրամադրում է 5 միլիոն ԱՄՆ դոլարի մարդասիրական օգնություն ՝ Կարմիր խաչի միջազգային կոմիտեի և այլ միջազգային կազմակերպության և հասարակական կազմակերպության այլ գործընկերների գործողություններին աջակցելու համար ՝ վերջին մարտերից տուժած մարդկանց օգնելու համար:
Այս ֆինանսավորումը 2019 ֆինանսական տարվանից ի վեր Հայաստանում և Ադրբեջանում ԱՄՆ ընդհանուր մարդասիրական օգնությունը հասցնում է ավելի քան 10 մլն դոլարի, որը ներառում է գրեթե 3,9 մլն ԱՄՆ դոլար COVID-19 համաճարակին արձագանքելու համար ՝ օգնելով խոցելի միգրանտներին, տեղահանվածներին և նրանց ընդունող համայնքներին:
ԱՄՆ պետդեպարտամենտի և միջազգային զարգացման գործակալության կողմից տրամադրվող նոր օգնությունը կաջակցի սննդամթերքով, առողջապահությամբ, բնակարաններով և հակամարտությունից տուժած անձանց այլ արտակարգ օգնություն ցուցաբերելու տեղական ջանքերին: ԱՄՆ կառավարության հումանիտար փորձագետները շարունակում են գնահատել այդ ճգնաժամի հետևանքները։ Մենք գիտակցում ենք մեր միջազգային գործընկերների ներդրումը և կոչ ենք անում այլ կառավարություններին միանալ այս ջանքերին նոր և աճող աջակցությամբ»:
