ԼՂՀ Նախագահ Բակո Սահակյանը դեկտեմբերի 10-ին շնորհավորական ուղերձ է հղել ԼՂՀ պետական անկախության մասին հանրաքվեի եւ Սահմանադրության օրվա առթիվ: Ուղերձում ասված է.
«Սիրելի՛ արցախցիներ,
Հանրապետության իշխանությունների եւ անձամբ իմ անունից ի սրտե շնորհավորում եմ ձեզ ԼՂՀ պետական անկախության մասին հանրաքվեի եւ Սահմանադրության օրվա առթիվ: Այս տոնը հատկապես կարեւոր է մեր ժողովրդի համար, քանի որ խորհրդանշում է ազատ ու անկախ, ժողովրդավարական ու իրավական պետություն կառուցելու նրա ձգտումը, պետություն, որտեղ գերակա է օրենքը, որտեղ պաշտպանված են մարդու իրավունքներն ու ազատությունները, քաղաքացիների եւ պետության օրինական շահերն ու անվտանգությունը:
1991 թվականին անկախություն հռչակած Արցախն անցել է պարտադրված պատերազմի միջով, հաղթահարել է բազում դժվարություններ ու փորձություներ, բայց եւ ունեցել փառավոր հաղթանակներ ու նվաճումներ:
Անկախ պետության կայացման ճանապարհին կարեւոր ձեռքբերում էր մեր երկրի մայր օրենքի' Սահմանադրության ընդունումը: 2006 թվականի հանրաքվեն դարձավ եւս մեկ վկայությունն այն բանի, որ մեր ժողովրդի ընտրած ուղին ճիշտ է ու հաստատուն, եւ որ ոչ ոք ու ոչ մի բան չեն կարող կասեցնել նրա ընթացքը: Դա պետք է քաջ գիտակցի նաեւ մեր հակառակորդը, ով պահ անգամ չի վարանում դիմելու սադրիչ գործողությունների:
Հայաստանի եւ Սփյուռքի մեր քույրերի ու եղբայրների հետ ձեռք ձեռքի մենք այսուհետ էլ անելու ենք ամեն ինչ Արցախի պետականության շարունակական ամրապնդման, մեր ժողովրդի անվտանգության ու բարեկեցության ապահովման, պաշպանունակության մակարդակի բարձրացման, տնտեսության զարգացման, մարդկանց կենսապայմանների բարելավման ուղղությամբ: Արցախը պետք է դառնա զարգացած ու ժամանակակից հանրապետություն եւ իր արժանի տեղը զբաղեցնի միջազգային հանրության շարքում:
