«Փաստ» օրաթերթը գրում է

Շրջակա միջավայրի նախարարությունը հանրային քննարկման է ներկայացրել Հայաստանի տարածքից Եվրասիական տնտեսական միության անդամ չհանդիսացող պետություններ արտահանման դեպքում Հայաստանի Հանրապետության ծագում ունեցող արգելված ապրանքների ցանկի հաստատմանը վերաբերող կառավարության նախագիծը: Նշվում է, որ 2020 թվականի փետրվարի 27-ի «ՀՀ տարածքից ԵԱՏՄ անդամ չհանդիսացող պետություններ արտահանման դեպքում Հայաստանի Հանրապետության ծագում ունեցող արգելված ապրանքների ցանկը հաստատելու մասին» N 231-Ն որոշմամբ փայտանյութի և դրանից պատրաստված ԵԱՏՄ ԱՏԳ ԱԱ ծածկագրերին համապատասխանող որոշ ապրանքների արտահանումը Հայաստանից երրորդ երկրներ արգելվել է 6-ամսյա ժամկետով, որի ժամկետը լրացել է սեպտեմբերի 7-ին, այդ իսկ պատճառով անհրաժեշտություն է առաջացել մշակել նոր նախագիծ, ինչը նախատեսում է ևս 6 ամսով արգելելու որոշ ապրանքների արտահանումը Հայաստանի Հանրապետությունից 3-րդ երկրներ։

Նախագծի հիմնավորման մեջ ասվում է՝ Հայաստանի Հանրապետությունից փայտանյութի և դրանից պատրաստված որոշ ապրանքների արտահանման արգելքի պահանջ սահմանելու նպատակահարմարության հարցը պայմանավորված է շրջակա միջավայրի պահպանության անհրաժեշտությամբ։ «Հայաստանի Հանրապետության տարածքից Եվրասիական տնտեսական միության անդամ չհանդիսացող պետություններ արտահանման դեպքում ՀՀ ծագում ունեցող արգելված ապրանքների ցանկը հաստատելու մասին» կառավարության որոշման ընդունմամբ ակնկալվում է պահպանել շրջակա միջավայրը և Հայաստանի Հանրապետությունից փայտանյութի և դրանից պատրաստված որոշ ապրանքների արտահանման արգելքի միջոցով սահմանել համապատասխան կարգավորումներ։

Ապրանքների ցանկը հետևյալն է՝ 1. Վառելափայտ՝ գերանների, ծղանների, ճյուղերի, ցախի տրցակների տեսքով կամ այլ համանման ձևերով, 2. Վառելափայտ՝ ասեղնատերև և սաղարթավոր տեսակներից, 3. Անտառանյութեր՝ չմշակված, կեղևը կամ մատաղ շերտերը հեռացրած կամ կոպիտ, եզրատաշած կամ չեզրատաշած, 4. Փայտանյութ՝ տակառագործական, ճեղքած գերաններ, փայտե ցցագերաններ, ցցեր և սյուներ՝ սրածայր, բայց երկայնքով չսղոցած, անտառանյութեր՝ կոպիտ տաշած, բայց չշրջատաշած, չկորացած և այլ եղանակով չմշակած, գործիքների և համանման արտադրատեսակների համար նախատեսված ձեռնափայտերի, հովանոցների, բռնակների արտադրության համար օգտագործվող, ծեղ և համանման փայտանյութ:
