Ըստ ականատեսների, Սարգսյանն ընդգծված սառն է եղել մասնավորապես այն անձանց նկատմամբ, որոնց պատասխանատվության տակ գտնվող համայնքներում «այո»-ն ցածր ցուցանիշ է արձանագրել կամ «այո» ապահովելու ընթացքում խախտումներն ու կեղծիքները մեծ աղմուկի պատճառ են դարձել:
Սարգսյանը, ըստ նույն աղբյուրի, կոնկրետ անձանց անգամ հայացքով է հասկացրել, որ խիստ դժգոհ է նրանցից: Սույն վերաբերմունքը իշխանական շրջանակների ներկայացուցիչներին թույլ է տվել ենթադրել, որ առաջիկայում կադրային որոշ տեղաշարժեր են հնարավոր: Ընդ որում, խոսքն առաջին հերթին մի շարք մարզպետների մասին է:
Իշխանական շրջանակներում կանխատեսում են, որ Երեւանի մի քանի վարչական շրջանների ղեկավարներ նույնպես կարող են հրաժեշտ տալ զբաղեցրած պաշտոններին»:
