Բացարձակ անթույլատրելի, դատապարտելի է Երևանի Հանրապետության հրապարակում տեղադրված մեծ էկրանին երեկ ուշ երեկոյան այն տեսանյութի (արտապատկերը կցված է) ցուցադրումը, որը պարունակում է հայհոյանք ու ատելություն: Այս մասին Facebook-ի իր էջում գրել է հայաստանի ՄԻ պաշտպան Արման Թաթոյանը:

Նա, մասնավորապես, նշել է. «Ինչպե՞ս կարելի է Հանրապետության հրապարակում լայն սփռումով ցուցադրել այնպիսի տեսանյութ, որում տրվում են սպանության սպառնալիքներ ու որով խրախուսվում է բռնությունը՝ արժանապատվությունը վիրավորող արտահայտություններով ու այն էլ դա անել այս պատասխանատու օրերին:

Ինչպե՞ս կարելի է ցուցադրել նման տեսանյութ՝ ակնհայտ գիտակցելով, որ դա դիտելու են նաև երեխաներ ու կանայք:

Ակնհայտ է, որ դա արվել է հանրային իշխանության ինչ-որ մարմնի կամ պաշտոնյայի անօրինական որոշմամբ կամ թողտվությամբ, որով փաստացի հրահրվում է ներքին թշնամանք:

Սիրելի՛ հայրենակիցներ,

Մեզ հիմա առավել, քան երբևէ անհրաժեշտ է համերաշխություն ու համախմբում, հարգանք իրար արժանապատվության ու խոսքի նկատմամբ՝ անկախ քաղաքական կամ այլ հայացքներից:

Քաղաքացիներին խնդրում եմ ձեռնպահ մնալ ցանկացած այնպիսի խոսք ասելուց ու առավել ևս տարածելուց, որը պարունակում է ատելություն ու վիրավորական արտահայտություններ. նման նյութերը միայն ավելացնում են երկրում լարվածությունը, կարող են հանգեցնել բռնության:

Հանրապետության հրապարակում նման տեսանյութի ցուցադրման համար պատասխանատու մարմնի կամ պաշտոնյայի հարցով՝ որպես Մարդու իրավունքների պաշտպան կզբաղվեմ անպայման:

Ըստ այդմ, բոլոր այն անձանցից, ովքեր զբաղեցնում են պետական կամ հանրային այլ պաշտոն, խստորեն պահանջում եմ լինել զգոն սեփական արարքներում ու հատկապես հանրային խոսքում. ոչ աշխատանքային ժամերը կամ օրերը պաշտոնյայի համար ոչ իրավաչափ արարքների արդարացում լինել չեն կարող: Դուք պարտավոր եք կատարել բացառապես այն գործառույթները, որոնք ձեզ վերապահված են Սահմանադրությամբ, օրենքով կամ այլ իրավական ակտով: Դուք ունեք իրավական կոնկրետ կարգավիճակ ու սահմանափակված եք այդ կարգավիճակի սահմաններով: Ցանկացած շեղում կարող է առաջացնել իրավական պատասխանատվություն:

Հ.Գ. Մեկ հստակ արձանագրում բոլորի համար. Մարդու իրավունքների պաշտպանի իրավասությունը քաղաքացիների կամ մասնավոր անձանց նկատմամբ ուղիղ ազդեցությամբ չի տարածվում:

Մարդու իրավունքների պաշտպանը պաշտպանում է քաղաքացուն պետությունից, այլ ոչ թե պետությանը քաղաքացուց:
